BACKGROUND:
The Hazardous Materials Commission was established in 1986 to advise the Board, County
staff and the mayors' council members, and staffs of Contra Costa cities, on issues related to.
the development, approval and administration of the County Hazardous Waste Management,
Plan. Specifically, the Board charged the Commission with drafting a hazardous materials
storage and transportation plan and ordinance, coordinating the implementation of the
hazardous materials release response plan and inventory program, and to analyze and
develop recommendations regarding hazardous materials issues with consideration to broad
public input, and report back to the Board on Board referrals.
The Commission has 13 members, each with an appointed alternate: 2 city representatives,
3 business representatives, 3 environmental organization representatives, 1 League of
Women Voters representative, 2 labor representatives, 1 environmental engineering firm
representative, and 1 general public representative. Terms for all seats are four years. The
IOC reviews nominations to all seats except those designated for cities.
The Commission by-laws provide that appointees to the Environmental Engineering seats
are nominated by environmental engineering firms in the County, and that appointees to the
Business seats are nominated by the Industrial Association, Inc., of Contra Costa County.
The Internal Operations Committee at its February 6, 2006 meeting approved the re-
appointment of the four incumbents, and now proffers its recommendation to the Board of
Supervisors.

The Membership Roster of the Hazardous Materials Commission( IMC) shows Business
Seat#2,represented by the Industrial Association of Contra Costa County, expiring
December 31, 2005. The Board of Directors of the Industrial Association hereby
nominates the current representative, Scott Anderson, and Alternate, Ric Bonner, for
another term on the HMC.
This commission has worked very hard on a wide variety of issues concerning hazardous
materials management in Contra Costa County. The county is fortunate that the Board of
Supervisors created this commission back in the 1980s. The makeup of the commission
has changed little over this 20 year span,providing testimony to the foresight of the
Board and to the efforts of the HMC and its individual members. We look forward to
future deliberations in this important arena.

DO HAZARDOUS MATERIALS POLICY ISSUES INTEREST YOU?
The Contra Costa County Hazardous Materials Commission is seeking applicants to fill a
vacancy for their Environmental Engineering Seat and alternate.
You may apply if you ...
➢ are nominated by an environmental engineering firm or organization;
A live or work in Contra Costa County;
➢ have demonstrated knowledge of hazardous materials issues;
A can commit to regular attendance at monthly Commission meetings and
a monthly Committee meeting.
The Commission is a voluntary body appointed by the Board of Supervisors, and makes
policy recommendations to the Board and County staff on issues concerning hazardous
materials and hazardous waste.
The Commission's 13 members serve four-year terms and include representatives of
industry, labor, civic groups, environmental organizations, environmental engineers, the
general public, and the Mayors Conference.
To obtain an application form, or for further information, contact Michael Kent, Executive
Assistant to the Commission, at (925) 313-6587. Applications may also be obtained from
the Clerk of the Board located at 651 Pine Street 1 st Floor, Martinez CA 94553.
