Cl SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #24-778-15 with FamiliesFirst, Inc., a non-profit corporation, in an amount not to exceed $400,000, to provide Day Treatment and Mental Health Services for Seriously Emotionally Disturbed (SED) Children, for the period from July 1, 2006 through June 30, 2007. This Contract includes a six-month automatic extension through December 31, 2007, in an amount not to exceed $200,000. FISCAL IMPACT: This Contract is funded 35% by Federal Med-Cal, 35% by State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT), and 30% by Individuals with Disabilities Education Act (IDEA/SB 90). CHILDREN'S IMPACT STATEMENT: This EPSDT Program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS). Diablo High School to reduce the need for out-of-home placements. On December 20, 2005, the Board of Supervisors approved Novation Contract #24-778-14 with FamiliesFirst, Inc., for the period from July 1, 2005 through June 30, 2006, (with a six-month automatic extension through December 31, 2006) for the provision of Day Treatment and Mental Health Services for SED Children. Approval of Novation Contract #24-778-15 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2007.
