SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #74-188-5 with Youth Homes, Inc., a non-profit corporation, in an amount not to exceed $1,200,000, to provide'Therapeutic Behavioral Services (TBS) for the period from July 1, 2006 through June 30, 2007. This Contract includes a six- month automatic extension through December 31, 2007 in an amount not to exceed $600,000. FISCAL IMPACT: This Contract is funded 50%by Federal FFP Medi-Cal, 45%by State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT), and 5%by Mental Health Realignment. CHILDREN'S IMPACT STATEMENT: This TBS program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS). BACKGROUND/REASON(S)FOR RECOMMENDATION(S): On October 25, 2005, the Board of Supervisors approved Novation Contract #74-188-4 with Youth Homes, Inc., for the period from July 1, 2005 through June 30, 2006, with a six-month automatic extension through December 31, 2006, for the provision of Therapeutic Behavioral Services (TBS) to County referred clients, ages 0-21 years of age. Approval of Novation Contract #74-188-5 replaces the automatic extension under the prior Contract and allows the Contractor to continue to provide services through June 30, 2007.
