BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides an emergency
placement facility for SED children with emotional and behavioral problems to keep these
children in the community and out of State hospitals. Rose Manning Youth Center, operated by
the Contractor, is the only facility equipped to handle children with this level of mental health and
behavioral problems.
On December 20, 2005, the Board of Supervisors approved Novation Contract #74-038-6 with
FamiliesFirst, Inc., for the period from July 1, 2005 through June 30, 2006, (with a six-month
automatic extension through December 31, 2006) for the provision of an emergency placement
shelter program, including intensive day treatment, medication support, and mental health
services at Rose Manning Youth Center.
Approval of Novation Contract #74-038-7 replaces the automatic extension under the prior
contract and allows the Contractor to continue providing services through June 30, 2007.
