Valentine, Director County Employment and Human Services Departmenty c - SrA c6uK`� Bob Lanter, Executive Director C Workforce Development Board DATE: December 12, 2006 SUBJECT: Contract with Gruber&Pereira Associates for Advanced Manufacturing Grant Consulting Services SPECIFIC REQUEST(S) OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce Development Board, to execute a contract with Gruber&Pereira Associates in the amount of $60,000 to provide Advanced Manufacturing Grant Consulting Services for the period October 1, 2006 through September 30, 2007. FINANCIAL IMPACT: $60,000: No County Funds; 100% Federal Workforce Investment Act Funding CHILDREN'S IMPACT STATEMENT: This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood' 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families," by providing education and training opportunities. BACKGROUND: The Workforce Development Board of Contra Costa County has been awarded an Energy and Advanced Manufacturing Training Grant to retrain qualified dislocated workers to become employable in the energy industry. The Department of Labor grant term is from April 2006 to March 2008. Funding will support Process Technology(PTEC) Training for 81 individuals, and direct employment placement for an additional 20 individuals. In addition, the Workforce Development Board of Contra Costa County will work with companies with existing Employment Training Panel (ETP) funding to incorporate incumbent workers in the PTEC training. The grant is regional, working collaboratively with San Mateo and Alameda counties.
