Valentine,Director `: a ;4 County moo., Employment and Human Services Department Srq aesN DATE: December 5, 2006 C 1 SUBJECT: Contract with the Morris Stulsafl Foundation for the Youth Achievement and Possibilities/Gap Program (YAP/gap) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to apply for and accept grant funding from the Moms Stulsaft Foundation in an amount not to exceed $10,000 for the Youth Achievement and Possibilities/Gap Program(YAP/Gap) for period June 1, 2007 through May 31, 2008 FINANCIAL IMPACT: $10,000: No County Funds; 100%Morris Stulsaft Foundation Grant CHILDREN'S IMPACT STATEMENT: This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families," by providing a healthy, nurturing environment for child to grow and develop . BACKGROUND: Bay Point Works' Youth Achievement and Possibilities/gap (YAP/gap) Project targets the children of low- income, working parents who live in the unincorporated community of Bay Point in East Contra Costa County. For the past six years, YAP/gap has assisted these families by offering a structured program of age-appropriate educational and enrichment activities to young children during the "gap" in the school calendar between the end of summer school and the beginning of the new school year. Two years ago we were able to strengthen our services for low-wage, working families by expanding YAP/gap into a year-round project that provides safe activities for children during the four major school vacations. We are continuing to refine, improve, and expand this innovative service for low income, working Bay Point families. The Morris Stulsaft Foundation is a private foundation dedicated to the well-being of children and youth through the financial support of programs and services provided by nonprofit organizations; including support of social services, education, the arts, physical and mental health, and capital development. Grants are made to organizations that provide their programs and services without distinction as to the race, ethnicity,religion,national origin, sex, or sexual orientation of participating children and youth.
