SUBJECT: Contract with California Department of Social Services, Office of Child Abuse Prevention
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to apply for and
accept grant funding from the California Department of Social Services, Office of Child Abuse Prevention, in
an amount not to exceed$1,000,000 over three years for the Supporting Father Involvement Program for period
January 1, 2007 through June 30, 2009
FINANCIAL IMPACT:
$1,000,000: No County Funds; 100% State Grant
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children
Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and
Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families,"
by providing a healthy,nurturing environment for child to grow and develop .
BACKGROUND:
The Supporting Father Involvement Project was launched in 2003 in Family Resource Centers in four California
Counties. Based on earlier studies showing the importance of fathers' positive involvement as parents for the
children's development and family well-being, the California Department of Social Services Office of Child
Abuse Prevention, (OLAP) set out to further evaluate the impact of working to improve these relationships.
Researchers at UC Berkeley and Yale University are conducting the program evaluation and family service
centers in California are providing the services.
The Contra Costa County Employment and Human Services Department, through the Service Integration
Team's North Richmond Family Service Center, has an opportunity to provide the SFI program to families in
West County. Up to 60 participating families will receive parent education by participating in 16 weeks of
group sessions. They will also receive case management services for 30 months—the project's duration.
Families need not be involved in any public system to participate. The program will be open to families in
which a father and mother are working together to raise a child or children. Parents need not be married or even
living together to participate in this voluntary program.
