Valentine, Director County �osr Employment and Human Services Department a�ovx Bob Lanter, Executive Director Workforce Development Board b DATE: December 5, 2006 SUBJECT: Apply for and accept grant funding from The San Francisco Foundation's Bay Area Workforce Funding Collaborative (BAWFC). SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce Development Board(WDB),to apply for and accept grant funding from The San Francisco Foundation's Bay Area Workforce Funding Collaborative (BAWFC) in the amount not to exceed $100,000 for the period of January 1, 2007 through December 31, 2007, for implementation of pilot projects that will assist underemployed and underprivileged employees and students in Contra Costa Healthcare fields to attain career advancement. FINANCIAL IMPACT: No County Costs; Budgeted $100,000: 100% Grant Funding CHILDREN'S IMPACT STATEMENT: This grant supports three of the community outcomes established in the Children's Report Card: 1) "Children and Youth Healthy and Preparing for Productive Adulthood"; 2) "Families that are Economically Self Sufficient"; and 3)"Families that are Safe, Stable and Nurturing"by providing opportunities for individuals to achieve self—sufficiency through career advancement. BACKGROUND: This Grant application will be submitted by WDB to BAWFC under the proposal "Workforce Partnership and Innovation". WDB will serve as the project manager and fiscal agent and will implement and administer the following projects: 1) Summer Interns: Forty youth will be provided summer intern positions at John Muir Health. 2) Financial assistance: Ten low income nursing students will be given financial assistance to complete their program of study. 3) Career Program: Four current healthcare clinic employees will be given assistance to enter a two year healthcare career program. 4) Healthcare cross training: Healthcare professionals will provide cross training to One-Stop Career Center staff to improve staff s ability to provide healthcare career information and training options to One-Stop Career Center clients. These projects will better align the efforts of the Contra Costa Health and Bioscience Careers Collaborative (CCHBCC) and the sector initiatives of the Workforce Board of Contra Costa County(WDBCCC), increase the number of unemployed or underemployed people entering healthcare fields,provide individuals in lower paying healthcare positions the opportunity for career advancement, and remove financial barriers for low income nursing students.
