SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Adjustment Resolution #20144 to ESTABLISH the classifications of Mental Health Consumer
Empowerment Program Coordinator (VQS H-U n represented Management); ALLOCATE the classification to
the salary schedule, and ADD one position
FISCAL IMPACT:
The cost associated with this request is $106,904.38 and will be offset by the elimination of the existing
personal services contract.
BACKGROUND:
The Health Services Department is requesting to establish the classification of Mental Health Consumer
Empowerment Program Coordinator and add one full-time position for the Mental Health Division. In the past,
the Division has employed an individual on a contract basis to develop and coordinate services and activities to
promote consumer involvement in the mental health service delivery system, and to implement the Recovery
Vision throughout the system. The contract employee functions as a member of the Division's senior
management staff and reports directly to the Mental Health Director. Instead of renewing the contract with the
individual to perform the duties associated with these assignments, Mental Health is requesting to establish the
classification of Mental Health Consumer Empowerment Program Coordinator and hire staff to perform
administrative management functions that are ongoing.
Overall, the Mental Health Consumer Empowerment Program Coordinator classification is responsible for
planning, developing and coordinating the activities conducted by the Division's Office for Consumer
Empowerment (OCE), duties include supervising projects of the OCE related to recovery training and
education; employing consumers as providers of mental health services, and providing oversight to the
Wellness Recovery Action (WRAP) Program.
CONSEQUENCE OF NEGATIVE ACTION:
Should this request not be granted, the Mental Health Division will continue to utilize a contract employee for
their Consumer Empowerment Program to meet the needs of their clients.
