FISCAL IMPACT: There is a cost savings-associated with this action. BACKGROUND: Due to the retirement of an Associate Civil Engineer in the Flood Control Division, the Department requested Staff to review the duties that were previously performed by this incumbent. After this review, it was determined that the incumbent's workload was too large for one position because it was responsible for a large component of Engineering and Watershed Management Planning duties for the Division. After this careful analysis, Staff found that these duties could be split between the current full-time Associate Civil Engineer position and an additional full-time Watershed Management Planning Specialist. The additional Watershed Management Planning Specialist position will be assuming the responsibilities of assisting in the administration, design, and development of the County's Clean Water Program, severing as an advisor to other County departments and municipalities in the design of projects to reduce adverse impacts from urban runoff pollution, and to work with consultants, contractors and subordinate personnel to keep the County in compliance with the Federal Clean Water Act for Urban Run Off. The Associate Civil Engineer will continue to do the higher-level duties which include planning, supervising and reviewing the design and preparation of drawings, specifications and estimates for the construction and maintenance of flood control improvements, preparing and/or reviewing complex engineering calculations and designs regarding any Flood Control Projects, and supervising assigned personnel. CONSEQUENCE OF NEGATIVE ACTION: Should this request not be granted, a decrease in efficiency will occur in the Flood Control Division of Public Works.
