SUBJECT: Position Adjustment Resolution # 20162
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION : Adopt Position Adjustment Resolution #20162 to reclassify incumbent of
Community Services Deputy Director— Project to the classification of Community Services Director— Exempt,
to reallocate the salary of the Community Services Director— Exempt from BD5 2117 ($8,354.01 —$10,154.35)
to B85 2113 ($8,320.99 - $10,619.93), and to abandon the classification of Community Services Deputy
Director— Project.
FISCAL IMPACT : The cost savings resulting from the abandonment of the classification of Community
Services Deputy Director offsets the salary reallocation of the Community Services Director classification.
Furthermore, these positions are 100% state and federally funded. As such, there are no net County general
fund costs associated with these actions.
BACKGROUND : On August 15, 2006, County Administrator John Cullen announced the merger of the
Community Services Department and the Employment and Human Services Department. That same day, the
Board of Supervisors appointed Joe Valentine, former Community Services Director, to the position of Director
of Employment & Human Services. Mr. Valentine officially began his new assignment, overseeing the newly
merged departments, on September 18, 2006. Consequently, Patricia Stroh, the Community Services Deputy
Director, assumed overall responsibility for the direction of Community Services.
Pursuant to this merger, the Community Services Department is no longer an operating department of Contra
Costa County. Rather, Community Services now becomes a bureau within the Employment and Human
Services Department. As such, the Community Services Director is no longer a department head, but now a
Bureau Chief under the general direction of the Employment and Human Services Director.
Staff has conducted an analysis of the position and concluded that the organizational structure of the
Employment and Human Services Department, as well as the responsibilities assigned to the position of
Community Services Director dictate that the position be designated as a Bureau Chief in the Employment and
Human Services Department.
RESULT OF NEGATIVE ACTION : If these actions are not approved, the Community Services Director
will be misclassified and inappropriately compensated according to the duties of the position, as well as the
organizational structure of the Employment and Human Services Department. A negative action could also
have an adverse effect on the ability of the incumbent to effectively lead the Community Services Division,of
the Employment and Human Services Department.
