SUBJECT: RATIFY the decision of the Blackhawk Geologic Hazard Abatement District (GHAD) General
Manager, Richard Short, KIeinfelder, Inc. to execute a contract amendment with Aliquot—Civil
Engineers increasing the payment limit from $22,500 to a new payment limit of$50,000 and to
extend the term from June 30, 2006 to June 30, 2007 for emergency repairs to the Blackhawk
GHAD Danville area. (Blackhawk GHAD Funds) (District III) Project No. 7760-6X5147

FISCAL IMPACT:
There is no impact to the County General Fund. The Blackhawk GHAD is funded through revenues generated by
assessments levied on properties within the GHAD boundary.
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The Blackhawk GHAD is now in a critical time period when work in progress has to be completed before the winter
begins. Aliquot provides the GHAD civil engineering and surveying services. They are involved with the Deer
Meadow drainage improvement project, the Live Oak slide repair, the Pepperwood v-ditch replacement, the East
Ridge Court landslide repair,the Deer Oak Way v-ditch repair,the Eagle Ridge landslide repair,the Chestnut Place
v-ditch repair,the Redwood Drive v-ditch repair and the Canyons Annexations metes and bounds description. Some
of these projects are finished and others are in progress.
Aliquot's services relate to emergency repair projects resulting from the past winter storms. Slope repair designs are
not typically completed until late summer. The extent of Aliquot's work scope has increased as the GHAD moves
from providing preliminary site maps to identifying and completing slide repairs.
Due to the varying project scopes and extensive repair work, a contract amendment is necessary at this time.
CONSEQUENCES OF NEGATIVE ACTION:
A delay in approval will prevent Aliquot from these design operations. The projects will be delayed into the winter
and the risk to property could increase from further landsliding.

AMNDMENT TO CONTRACT
This Contract Amendment is effective July 1, 2006 between. the Blackhawk Geologic
Hazard Abatement District (Public Agency), an.agency formed under Section 26500 of
the Public Resource Code and Aliquot—Civil Engineers(Consultant)_ a company ekoi.ng
business at 1390 South Main Street,Suite 310,Walnut Crcek,CA 94596.
W1113REAS, Public Agency and Contractor previously entered into a Contract dated July
1,2005,which Contract was authorized by the Oeneral Manager.
TI-IEREFORE, Public Agency and Contractor mutually agree to amend said Contract to
increase payment limit from 522,500 to $50,000 and change effective dates from July 12
2005 through.June 30,2006 to July t, 2005 through lune 30,2007.
In all other respects,the Contract dated July 1,2005 shall r=ain in full force and eft'ect.
In WITNESS WHEMOF,Public Agency and Contractor have executed this Contract as
of date.written on the first paragraph of this Contract.
