FISCAL IMPACT: No impact from this update. BACKGROUND: To enhance oversight of the Community Services Department the County Administrator is conducting monthly meetings with the department to receive updates on program issues and to plan and/or authorize actions that may be needed. To ensure they remain updated regarding the status of the program, the Board of Supervisors directed the County Administrator, or his designee, to provide them with a monthly status report. Attached is the regular monthly report on the operations of the Community Services Department. This report includes updates on the activities of the Policy Council, personnel issues, fiscal and audit reports and other programmatic issues. A. Policy Council-October 182006: • Parent Recognition of Staff Excellence recipient- Alma Lyon, Master Teacher, Balboa. • 2006-20077 Policy Council Subcommittee memberships & Chairpersons appointed. Male Involvement: • 1 st Annual Male Involvement Kick-Off Picnic held on October 21St was a giant success. Two other family events are planned for October 28th in Concord, and November 4th in Oakley. Parent Conferences: • Two new Policy Council Executive officers attended the 23rd Annual Region IX Professional Development Conference. B. Personnel Report: • The division has created a Leadership Institute for the Site Supervisors that focuses on enhancing their leadership skills. A series of trainings have been scheduled for the next 3 months using the expertise of an outside consultant. • An Excelling Teachers program is being developed for Teachers without college degrees. The Federal Government is requiring that all Head Start Teachers have at least an AA degree by 2008. Management staff is meeting with various junior and 4 year colleges such as Cal State East Bay,University of Cincinnati, all local colleges and so on, forming partnerships that will support our teachers. 35 y �8 2425 Bisso Lane Drive,Suite 260 Concord,California 94520 Tel 925 646 5540 F"925 646 5904 www.ccccsd.org I John Cullen Page 2 October 30,2006 _ - C--Fiscal..and-Audit-Report:-.--- • udit.Report:_.— -• On September 22, 2006, the Department submitted to Administration of Children and Families (ACF)its 2007 Continuing Grant applications for Head Start and Early Head Start programs amounting to $16,191,126 and $1,988,238,respectively. The applications were presented to and approved by the Head Start Policy Council on August 16, 2006 and by the Board of Supervisors on September 12, 2006. • The Department received financial assistance award letter from the Administration of Children and Families (ACF)providing for one-time Program Improvement Fund amounting to $143,400 for 2006 Head Start program. This funding will enable the department to install air conditioning system in Crescent Park Child Care Center,Richmond and Bayo Vista Child Care Center, Rodeo, as well as replace unsafe playground gates and fences at seven childcare centers. D. Special Projects/Activities: • Contra Costa County Community Services Department's Head Start Specialist, Maria Fort, has announced her retirement as of Dec. 1,2006. Maria has worked with Head Start since.it's inception in 1966 and the County's Head Start program for many years. She has been unfaltering in expectations of quality and support of the program and will be greatly missed. • ACF has announced a new Instrument for the Triennial Federal Review of the Head Start program in 2007. Staff have reviewed the instrument and are making the necessary adjustments and training on the new instrument. • A training by Jerry Gomez on Administrative Systems and the Federal Review was given to all administrative staff. The training highlighted the new instrument and particularly addressed teamwork and integrated systems in Head Start programs. • CSD and EHSD staff is continuing to meet to discuss the integration of the two Departments.
