LANGO, DIRECTOR OF GENERAL SERVICES -var " :'s COSTA DATE: DECEMBER 5, 2006 COUNTY sq�a�a SUBJECT: LEASE FOR MODULAR SPACE AT THE GEORGE MILLER (� CENTER — EAST FACILITY AT 3020 GRANT STREET,CONCORD FOR THE COMMUNITY SERVICES DEPARTMENT SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION 1. APPROVE a Lease with the Contra Costa County Office of Education commencing December 1, 2006, and ending June 30, 2008, for 1,440 square feet of modular building space at the George Miller Center— East facility located at 3020 Grant Street, Concord, for occupancy by the Community Services Department, under the terms and conditions more particularly set forth in the Lease. 2. AUTHORIZE the Director of General Services, or designee, to EXECUTE the Lease on behalf of the County, and to EXERCISE any options to extend the Lease. 3. DETERMINE that the project is a Class 1(a) Categorical Exemption under the California Environmental Quality Act (CEQA). 4. DIRECT the Director of Community Development, or designee, to file a Notice of Exemption with the County Clerk, and DIRECT the Director of General Services, or designee, to arrange for the payment of the handling fees to the Community Development Department and County Clerk for filing of the Notice of Exemption. FINANCIAL IMPACT Approval of the Lease will obligate the County to pay rent totaling $9,500 for the19-month lease term. Funding for the current fiscal year rent payments is budgeted in the Community Services Department's approved FY 2006/2007 budget. Rent payments for the period from July 1, 2007 through June 30, 2008, in the amount of $6,000, will be included in the Community Services Department FY 2007-2008 requested budget. The Office of Education pays the County rent for locating its modular buildings on County land in the amount of$1,091 per month. BACKGROUND Contra Costa County owns the land underlying the George Miller Center — East facility located at 3020 Grant Street in Concord. The Contra Costa County Office of Education leases 2,880 square feet of land from the County, and has located two of its modular buildings there. The Community Services Department currently occupies approximately 8,960 square feet of County space at the George Miller Center — East facility and desires to rent both of the Office of Education's modular buildings, which will add approximately 1,440 square feet of building sp a for use by the Community Services Department to expand its children services programs.
