APPROVE a Consulting Services Agreement dated December 5, 2006 through November 14, 2007 with LCC, Inc., Martinez, in an amount not to exceed $45,000, which allows for a $6,874 contingency amount, to provide surveying services for the Emergency Operations Center/Public Safety Command Center project located at Muir Road and Glacier Drive, Martinez. FINANCIAL IMPACT Funds are budgeted in the Plant Acquisition Budget (4407-4437) to pay for this agreement. BACKGROUND Facility Planning and Design The County's current Emergency Operations Center (EOC) is undersized and functionally inadequate. The need for the Public Safety Command Center is well established. In addition, incremental actions over time have dispersed the Sheriff's administrative offices and created an inefficient distribution of staff over several facilities. The Public Safety Command Center provides for a larger and more functionally and flexibly designed EOC and consolidates the Sheriff's administrative offices into one centralized location. TO PROVIDE SURVEYING SERVICES FOR THE EMERGENCY OPERATIONS CENTER/PUBLIC SAFETY COMMAND CENTER PROJECT, MUIR ROAD AND GLACIER DRIVE, MARTINEZ FOR THE SHERIFF'S OFFICE On October 3, 2005, the Capital Facilities Committee approved the recommendation of the Sheriff's Office and the County Administrator's Office to complete the design of the Public Safety Command Center at an estimated cost of $1.7 million. At that time, staff estimated the total cost of the new facility at approximately $68 million. In approving the preparation of construction documents for the project, the Committee acknowledged that a funding plan to provide for construction of the facility was not yet determined, but that completion of design work would place the County in an advantageous position to compete for funding opportunities that might become available. Relocation of Facility to West Side of Glacier Drive After the Committee's action in October of last year, it came to the attention of staff that completion of the project would likely be significantly delayed by environmental conditions on the existing site, including the encroachment of the new facility into a wetlands area adjacent to the existing Public Works administration building. In considering options to avoid or mitigate the environmental impacts of the project as currently conceived, staff identified an underutilized area on the west side of Glacier Drive adjacent to the former Juvenile Hall as an alternate site for the new facility. Relocating the project to the west side of Glacier Drive, oriented towards Muir Road, avoids any encroachment into wetlands areas that are present on the original ,site, and avoids the possibility of lengthy permitting processes with the jurisdictional agencies. In addition, relocation of the facility eliminates the need for a costly four-level parking structure that would have created a significant visual impact on the neighboring community. The Grounds and Recycling Divisions of the General Services Department currently utilize a portion of the site west of Glacier and would have to be relocated. However, moving the Public Safety Command Center to the new location would reduce the project's environmental impacts and significantly reduce the cost of the project, with a projected net savings of approximately $9.5 million. Redesign Phase On August 10, 2006, the Capital Facilities Committee concurred with staff's recommendation to relocate the Public Safety Command Center to the west side of Glacier and to proceed with the redesign phase*and at the appropriate time the design phase. As a first step to redesign the project to its new location, a land survey of the site is necessary. The land survey will determine and document topography, utilities, property boundaries, and other pertinent information. The land survey information is also needed to help complete the environmental impacts study. Mutually agreeable terms including scope and fees have been reached and it is recommended that the consulting services agreement be approved to proceed with the surveying services.
