By: Jacqueline Pigg,Contracts Administrator Costa DATE: County SUBJECT: Approval of Novation Contract#24-705-51 1 with We Care Services for Children SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION l RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #24-705-51 with We Care Services for Children, a non-profit corporation, in an amount not to exceed $769,338, to provide mental health services for high risk, delayed or emotionally disturbed children, for the period from July 1, 2006 through June 30, 2007. This Contract includes a six-month automatic extension through December 31, 2007, in an amount not to exceed$384,669. FISCAL IMPACT: This Contract is funded 50% by Federal FFP Medi-Cal, 48% by State Early and Periodic Screening, Diagnosis and Treatment (EPSDT), and 2%by Mental Health Realignment. CHILDREN'S IMPACT STATEMENT: This EPSDT program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS). On December 6, 2005, the Board of Supervisors approved Novation Contract #24-705-50 with We Care Services for Children, for the period from July 1, 2005 through June 30, 2006, with a six-month automatic extension through December 31, 2006, for the provision of mental health services for high risk, delayed or emotionally disturbed children. Approval of Novation Contract #24-705-51 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2007.
