BACKGROUND:
The Hazardous Materials Commission was established in 1986 to advise the Board, County
staff and the mayors' council members, and staffs of Contra Costa cities, on issues related to
the development, approval and administration of the County Hazardous Waste Management
Plan. Specifically, the Board charged the Commission with drafting a hazardous materials
storage and transportation plan and ordinance, coordinating the implementation of the
hazardous materials release response plan and inventory program, and to analyze and

develop recommendations regarding hazardous materials issues with consideration to broad
public input, and report back to the Board on Board referrals.
The Commission has 13 members, each with an appointed alternate: 2 city representatives,
3 business representatives, 3 environmental organization representatives, 1 League of
Women Voters representative, 2 labor representatives, 1 environmental engineering firm
representative, and 1 general public representative. Terms for all seats are four years. The
IOC reviews nominations to all seats except those designated for cities.
Due to Supervisor DeSaulnier's recent departure from the Board of Supervisors, the Internal
Operations Committee (IOC) did not have a quorum at its regularly scheduled meeting on
December 4. In the interest of maintaining maximum participation on County boards and
commissions, I have reviewed the background materials normally provided to the IOC and
am forwarding to the Board my recommendation. Mr. Ho has excellent qualifications and is
from East County, which is currently underrepresented on the Hazardous Materials
Commission.

Re: Nomination for Vacant Environmental Organization Seat Alternate
The Hazardous Materials Commission would like to nominate Ralph Sattler to fill the vacant alternate position
for the Environmental Organization#3 Seat currently held by Steve Linsley representing the Sierra Club (see
attached application). This seat expires on December 31, 2008. Mr. Sattler applied for the seat during an open
application process held this summer. As a member of Communities for a Safe Environment, Mr. Sattler has a
long and active history of working on local environmental issues related to hazardous materials, especially the
Industrial Safety Ordinance and the Risk Management Program. One other person applied, and was also
interviewed, for the seat (see attached application).
The Hazardous Materials Commission bylaws call for three(3)representatives of environmental organizations,
with all applicants to any of the three Environmental Organization seats to be nominated by an environmental
organization, but that no particular environmental organization will have an exclusive right to nominate an
individual to any one of the three aforesaid seats or their alternates, and therefore, which environmental
organizations are represented on the Hazardous Materials Commission rests with the Internal Operations
Committee and ultimately the Board of Supervisors (IOC Bd Order dated February 24, 1998).

Education/background:
Member of Communities for a Safe Environment—(CSE) a local community activist
organization formed in opposition to Rhone-Poulanc (now Rhodia) attempt to obtain a
license for a commercial incinerator and import hazardous material for incineration at
their Sulfur Acid plant. Once that was no longer an issue, the group focused its activities
on the health and environment issue of both chemical and petro-chemical plants.
One of the community participants that resulted in the County creating the position of an
Ombudsmen.
Community and CSE member involved in the creation and passage of the Industrial
Safety Ordnance.
Community and CSE member who participated in the Risk Management Plan process
with the County and industry.
Attended and presented both written and verbal comments at various meetings/workshops
with BAAQD, the County, CA-EPA, and other agencies on issues regarding regulations
affecting health issues and the environment.
Community Activities:
Involved in issues concerning the environment and redevelopment.
Member of the Shell and Rhodia Community Advisory Boards.

It gives me great pleasure to recommend Dr. Hans Ho for appointment to the Disposal
of Hazardous Waste Commission of Contra Costa County.
Dr. Ho has had over thirty years of experience in the chemical and refining industry,
both in production control research and quality control. He has also had three years'
experience in environmental compliance with the Telfer Oil Company. He has proved
himself to be an outstanding environmental scientist
Dr. Ho has studied under some of the most outstanding chemists at the University of
California, including physical chemist Dr. George Pimentel. He has also contributed to
the success of the Environmental Alliance, acting as liaison with other scientists and
speakers who are working towards environmental improvements.
In his own community he became the head of the Police Commission, and has also
participated in the development and improvement of the City of Antioch's environmental
programs.
I believe that Dr. Ho will indeed be an asset to the Commission and have no hesitation
whatsoever in recommending him for appointment. Please feel free to contact me if you
