HomeMy WebLinkAboutMINUTES - 12192006 - PR.4 In the Matter of Recognizing Joseph Canciamilla Upon Completion of Three Terms in the California State Assembly and For Four Years Service As the Contra Costa County Supervisor for District V RESOLUTION NO.2006/799 WHEREAS Joe Canciamilia's reputation as a dedicated,independent thinking and effective public servant is grounded in over 30 years of public service. First elected to the Pittsburg Board of Education at 17.Joe was the youngest elected official in the nation.After almost four terms on the school board,Joe was elected to the Pittsburg City Council where he served over two terms,including two years as Mayor. in 1996,he was elected to the Contra Costa County Board of Supervisors and then to the State Assembly in 2000 serving the 11th Assembly District:and WHEREAS,as a member ofthe County Board of Supervisors,Joe tackled difficult issues that required considerable diplomacy,consensus development,and sheer determination. His efforts resulted in a cutting-edge industrial safely ordinance,a now.growth management strategy,and funding for critical transportation projects; and WHEREAS,as a member of the Assembly,Joe again led the way on difficult and challenging issues. In his first term he enacted legislation to protect investors from fraudulent and deceptive"Enron-like"partnerships,provide better security options for Animal Control Officers,and expand more energy options for California businesses;and WHEREAS,though many people bemoan the state's inability to recapture its golden years,Joe foresaw the need for the Legislature to address the larger and more fundamental systemic issues facing state government and break the current partisan gridlock. Together with Assemblyman Keith Richman(R-Northridge),Joe organized the 27 member Bi-Partisan Group that regularly meets to discuss policy issues that transcend partisan interests. He also convened the Assembly Democratic Moderate Caucus,a group of 18 legislators dedicated to advancing California's economic competitiveness and improving our economy:and WHEREAS Joe developed a reform package on the operation of the State Legislature and election of its members to ensure a Legislature more responsive to the general public and less to partisan interest groups.Joe advanced the idea of the independent redistricting of legislative districts and the creation of the open primary election. He further advocated for a two-year schedule,with the Legislature focusing on oversight of existing government programs and spending in one year,and budget development,new laws and programs in the next:and WHEREAS to further energy market reform,Joe has supported the creation of a fair,competitive wholesale energy market to help reduce electricity rates. He authored legislation to re-regulate the retail electricity market for residential energy consumers and to preserve competition in the retail market for large businesses and other heavy energy users. He has also proposed reorganizing California's energy agencies to increase accountability and ensure timely implementation of our state's energy policy;and WHEREAS,Joe's penchant for change and reform is not reserved for the government arena. Over the years,Joe has surprised his friends and colleagues with several signature hairstyles—from somber salt and pepper,to spiked,to sun-streaked. He has conducted business in a casual Hawaiian shirt as well as formal business suits. WHEREAS,Joe's dry wit and droll sense of humor has also enlivened many a weighty discussion. Though a man of few words,his words are full of wisdom that stimulates dialogue,influences decisions,and moves discussion towards action. NOW,THEREFORE.BE IT RESOLVED that the Board of Supervisors hereby congratulates Joe Canciamilla upon completion of three consecutive terms in the California State Assembly and one term with the Contra Costa County Board of Supervisors,and expresses its appreciation and admiration for his leadership in reforming and upholding integrity in business and government,and promoting both local and regional small growth policies;for being an integral force in building bipartisan consensus on divisive issues;for his dedication to good government;and for living up to his campaign slogan of"Harr!Vilorkint•foc".
