SUBJECT: CONTRACT AMENDMENT WITH SPONAMORE ASSOCIATES TO PREPARE AN
ENVIRONMENTAL DOCUMENT FOR THE NOVE PROPERTY IN NORTH
RICHMOND (Contract #C49123 — Amendment #3)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
APPROVE and AUTHORIZE the Community Development Director, or his designee, to execute a
contract amendment with Sponamore Associates to (i) increase the payment limit by$15,000 to a
new payment limit of an amount not to exceed $61,900 with no change to the term of March 31,
2007, for providing additional services in the preparation of an Environmental Document for the
Nove Property in North Richmond, and (ii) amend the name of the contracting party from
Sponamore Associates to PRISM, LLC, doing business as Sponamore Associates.
FISCAL IMPACT
The cost is covered by revenue received from application fees paid by developers and applicants.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The environmental document is for pending applications submitted by Signature Properties for a
General Plan Amendment,a proposed subdivision and preliminary and final development plan on a
29.2 acre site at the southeast corner of Richmond Parkway and Pittsburg Avenue in North
Richmond also known as the Nove Property. Signature Properties is proposing the development of
370 units consisting of three housing types: townhouses, cluster homes and condominiums. The
application also includes a 1.7 acre park located at the entrance of the development and a 1.2 park
adjacent to Wildcat Creek trail. Interspersed throughout the community will be tot lots and reflection
areas, including a .5 acre Paseo in the middle, to enhance the community experience. Total open
space in the community will be 6.7 acres. This amendment will allow for additional services
provided by Sponamore Associates.
Due to some unanticipated environmental issues that surfaced during the processing of the
environmental document, the consultant spent additional time than previously budgeted. Staff
recommends that the Board approves the increase by$15,000 to the original contract.
