SUBJECT: Contract with Don Grave for Independent Living Skills Program
(ILSP) services
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
execute a contract with Don Graves in an amount not to exceed $37,860 to provide Independent
Living Skills Program services for ILS Program Design, Implementation and Coordination for the
period January 1, 2007 through June 30, 2007.
FISCAL IMPACT:
No County cost. $37,860: 100% Federal Independent Living Skills Program funding
CHILDREN'S IMPACT STATEMENT:
This contract supports all five of the community outcomes established in the Children's Report
Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and
Preparing for Productive Adulthood"; 3) "Families that are Economic Self Sufficient"; 4)

SUBJECT: Contract with Don Graves for Independent Living Skills Program
(ILSP) services
"Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a
High Quality of Life for Children and Families." This is accomplished through maintaining family
stability and fostering child well being.
BACKGROUND:
The Independent Living Skills Program (ILSP) is designed to prepare foster children age 16
years and over for emancipation and responsible adulthood. ILSP services include daily living
skills, money management, career and educational planning, and housing assistance. ILSP has
served more than 1,200 youth since July 2002 and has been identified as a best practice model
by the California Department of Social Services. The Employment and Human Services
Department delivers ILSP services countywide with offices in Martinez (Central County), Contra
Costa College (West County), and Los Medanos College (East County). ILSP.also offers
individualized services at homes and schools throughout the County.
This contract provides for the continued oversight and facilitation of the ILS Program. Contractor
will continue program development, program administration, and coordination of services in
conjunction with EHSD. Contractor will represent ILSP and EHSD at local, state and national
meetings and conferences.
This contract is for a limited period of time while the Department continues the hiring process.
