RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract amendment with MV Transportation, Inc., effective
December 31, 2006, to increase the payment limit by S210,000 to a new payment limit
of$984,000 and to extend the contract term from December 31, 2006 to June 30, 2007
to continue to provide transportation services to California Work Opportunity and
Responsibility to Kids (CaIWORKs) participants.
FISCAL IMPACT:
S984,000: 96% CaIWORKs (15% County; 85% Federal); 4% Metropolitan
Transportation Committee Foundation Grant

Services
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's
Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and
Youth Healthy and Preparing for Productive Adulthood'; 3) "Families that are
Economically Self Sufficient'; 4) "Families that are Safe, Stable and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and
Families," by providing transportation services to CalWORKs clients.
BACKGROUND:

MV Transportation, Inc. provides transportation service countywide for the Employment
and Human Services Department. This service, Children Transportation Project (CTP),
provides transportation to CaIWORKs participants and their children. Additionally, i
Contractor will provide back-up transportation services to support the Rides To Success
Program (RTS). RTS is a program that provides same-day employment related
transportation for eligible and enrolled CaIWORKs participants. CTP delivers door-to-
door transportation to and from daycare and school for the infant to high school aged
children of CaIWORKs participants. The purpose of the two transportation programs is i
to assist CaIWORKs participants and their children to achieve self-sufficiency by
removing barriers to employment, job retention, and to achieve independence from the
foster care system.
