Q. 070 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Contract #74.-291 with Wediko Children's Services, Inc., a non-profit corporation, in an amount not to exceed $43,000, to provide residential day treatment and mental health services for mentally or emotionally disturbed children for the period from November 1, 2006 through June 30, 2007. This Contract includes a six-month automatic extension through December 31, 2007, in an amount not to exceed$32,163. FISCAL IMPACT: This Contract is funded 100% by Individuals with Disabilities Education Act (IDEA/SB 90). No County Funds are required. CHILDREN'S IMPACT STATEMENT: This SB 90 program supports the following Board of Supervisors community outcomes: "Children ready for and succeeding in school"; "Families that are safe, stable, nurturing"; and "Communities that are safe and provide a high quality of life for children and families". The expected outcomes include all goals identified by Children's Statewide System of Care guidelines including increasing and maintaining school attendance as measured by school records; an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS); an increase in family satisfaction - as measured by the Parent Satisfaction Survey; decreased used of acute care system; and placement at discharge to a lower level of care. Under Contract 474-291, Wediko Children's Services, Inc., will provide residential day treatment and mental health services for mentally or emotionally disturbed children through June 30, 2007. Wigand, LCS , Mental Health irectdr SUBJECT: REQUEST FOR RETROACTIVE APPROVAL FOR Wediko Children Services, Inc., Windsor, New Hampshire STATEMENT OF NEED FOR RETROACTIVE APPROVAL The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to provide mental health services to eligible clients, 0-21 years of age. Wediko Children Services, Inc. provides out-of-state residential services to clientele whose services are mandated by IDEA and are claimed through S1390. At a recent fair hearing it was decided that a Contra Costa client would be granted access to mental health services beginning November 3rd at Wediko Children Services in Windsor,New Hampshire. BENEFIT OF CONTRA COSTA COUNTY: Approval of this retroactive contract amendment will allow for the Contractor to provide mandated services to eligible clients who are part of the certified class mandated to receive them.
