SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of
the County, Contract #74-289 with The Family Institute of Pinole Clinic, a non-profit corporation, in an
amount not to exceed $187,000, to provide in-home mental health services for at-risk mentally or emotionally
disturbed children, for the period from October 1, 2006 through June 30, 2007. This Contract includes a six-
month automatic extension through December 31, 2007, in an amount not to exceed $125,000.
FISCAL IMPACT:
This Contract is funded 50% by Federal FFP Medi-Cal, 45% by State Early and Periodic Screening,
Diagnosis, and Treatment (EPSDT), and 5%by Mental Health Realignment, a required County Match.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors' community outcomes: "Children
Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities
that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes
include an increase in positive social and emotional development as measured by the Child and Adolescent
Functional Assessment Scale (CAFAS); and placement at discharge to a lower level of care.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides in-home mental health
services for mentally or emotionally disturbed children, and who are at risk for violence and/or substance
abuse, in order to keep them in their community, their school, and their home.
Under Contract #74-289, The Family Institute of Pinole Clinic will provide in-home mental health services
for at-risk mentally or emotionally disturbed children through June 30, 2007.

SUBJECT: REQUEST FOR RETROACTIVE APPROVAL FOR
NEW CONTRACT—Family Institute of Pinole Clinic
STATEMENT OF NEED FOR RETROACTIVE APPROVAL .
The State Department of Mental Health has been working in collaboration with the County's Mental
Health Division to establish a program to provide in-home mental health services for high risk,
emotionally disturbed children and families.
Family Institute of Pinole Clinic has been providing services to Contra Costa County children and
youth in West County since October 1998. They are specialized in in-home services that reduce
violence in the home. These services meet with best practice models billable under EPSDT.
BENEFIT OF CONTRA COSTA COUNTY:
Approval of this retroactive contract to October 1, 2006, will allow for the Contractor to provide in-
home services to eligible clients who are part of the certified class mandated to receive them.
AUTHORIZATION OF SERVICES:
These services were requested/authorized by the Children's Program Chief who is granted this
authority by the Mental Health Director, pursuant to the California Welfare and Institutions Code,
under the Bronzon-McCorquodale Act, W&I Section 5608.
