SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of
the County, Contract 474-287 with FamiliesFirst, Inc., a non-profit corporation, in an amount not to exceed
$408,317, to provide school-based mental health services to seriously emotionally disturbed students in the
Mount Diablo Unified School District, at Mount Diablo High School and Clayton Valley High School, for the
period from September 1, 2006 through June 30, 2007. This Contract includes a six-month automatic
extension through December 31, 2007, in an amount not to exceed $204,158.
FISCAL IMPACT:
This Contract is funded 50% by Federal FFP Medi-Cal, 45% by State Early and Periodic Screening,
Diagnosis, and Treatment (EPSDT), and 5%by the Mount Diablo Unified School District.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors' community outcomes: "Children Ready For
and Succeeding in School"; and "Communities that are Safe and Provide a High Quality of Life for
Children and Families". Expected program outcomes include an increase in positive social and emotional
development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides state-mandated school-based
mental health services, at Clayton Valley High School and Mount Diablo High School, to seriously
emotionally disturbed Mount Diablo Unified School District students, and their families.
Under Contract #74-287, the Contractor will provide school-based mental health services to seriously
emotionally disturbed students, through June 30, 2007.

SUBJECT: REQUEST FOR RETROACTIVE APPROVAL FOR
CONTRACT —New (Families First for Clayton Valley & Mt.
Diablo High School)
STATEMENT OF NEED FOR RETROACTIVE APPROVAL
The State Department of Mental Health has been working in collaboration with the County's Mental
Health Division to establish a program to provide Mental Health Services to children 0-21 years of
age who participate in the Early and Periodic Screening, Diagnosis and Treatment (EPSDT).
Families First, Inc. provides school-based mental health services to eligible Medi-Cal beneficiaries
under 21 years of age who meet the Mental Health Plan medical necessity criteria. Prolonged
negotiations prevented the contract from going forward on September 1"when the school year
began.
BENEFIT OF CONTRA COSTA COUNTY:
Approval of this retroactive amendment will allow for the Contractor to receive payment for services
provided through June 2007 to clients who are part of the certified class mandated to receive them.
AUTHORIZATION OF SERVICES:
These services were requested/authorized by the Children's Program Chief who is granted this
authority by the Mental Health Director, pursuant to the California Welfare and Institutions Code,
under the Bronzon-McCorquodale Act, W&I Section 5608.
