SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #74-220-3 with Seneca Residential and Day Treatment Center for Children, Inc., a non-profit corporation, in an amount not to exceed $1,942,298, to provide school and community based mental health services for Seriously Emotionally Disturbed students in the Mt. Diablo Unified School District, for the period from July 1, 2006 through June 30, 2007. This Contract includes a six-month automatic extension through December 31, 2007, in an amount not to exceed$971,149. FISCAL IMPACT: This Contract is funded 28% by Federal FFP, 27% by State Early and Periodic Screening, Diagnosis and Treatment(EPSDT), and 45%by the Mount Diablo Unified School District. CHILDREN'S IMPACT STATEMENT: This school-based collaborative program supports the following Board of Supervisors' community outcomes: "Children Ready for and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS). On January 17, 2006, the Board of Supervisors approved Novation Contract #74-220-2 with Seneca Residential and Day Treatment Center for Children, Inc. for the period July 1, 2005 through June 30, 2006 (with a six-month automatic extension through December 31, 2006),to provide school and community based mental health services for Seriously Emotionally Disturbed students in the Mt. Diablo Unified School District and their families. Approval of Novation Contract #74-220-3 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2007.
