SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, on behalf of the Workforce Development Board, to apply for and accept
funding from Humboldt State University in the amount of$240,000 for Small Business
Development Center Services for the period January 1, 2007, through December 31,
2007.
FISCAL IMPACT:
$240,000: 100% funding by Humboldt State University. No County costs.

CHILDREN'S IMPACT STATEMENT:
This contract supports one of the community outcomes established in the Children's
Report Card: 3) "Families that are Economically Self Sufficient," by providing services to
small business that enhance business activity..
BACKGROUND:
The Workforce Development Board of Contra Costa County is applying for grant funds
from the Humboldt State University Foundation to provide continued Small Business
Development Center (SBDC) services to business owners in Contra Costa County. The
SBDC will provide individual business consulting, training, information and referral,
outreach and marketing, and business counseling services on the formation,
management, financing and operation of small business enterprises to existing and
potential small businesses countywide. Additionally, the SBDC will foster relationships
with entities representing Special Emphasis Groups to increase the number of clients
served in those populations.
Assisting businesses to grow, expand, increase productivity, and improve business
management skills, the Small Business Development Center will maintain cooperative
agreements with other service providers (e.g., colleges, universities, economic
development corporations, local government agencies) and increase the small business
sector's contribution to the economic development in Contra Costa County
