Director (VCDF)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION: Adopt Resolution No. 20066p superseding Resolution No. 99/656, reallocating the
salary level of Health Services Systems Director (VCDF-Unrepresented Management) from B85-2116 to B85-
2166 and add one additional 5% performance step for this classification only.
FISCAL IMPACT: The cost associated with this request will be offset by Enterprise 1 funds.
BACKGROUND: Effective October 1, 2006 this Resolution supersedes Board of Supervisors' Resolution No.
99/656, for the classification of Health Services Systems Director (VCDF), reallocating the salary level and
adding one additional five percent (5%) performance step.
In order to successfully attract and retain qualified employees in positions that are in high demand in the health
care industry, the Health Services Department has requested to reallocate the salary and implement a
performance pay plan for this classification. Staff conducted a salary survey of similar positions in nine Bay
Area counties. Since very few Bay Area counties have a hospital/medical center, staff also surveyed private
hospitals in the immediate area. Based on the survey results, it was determined that the salary of Health
Services Systems Director is below market. Staff recommends reallocating the salary by five percent (5%) and
adding one additional 5% performance step to this classification only.
CONSEQUENCE OF NEGATIVE ACTION: Should this request not be granted, and because of the high
demand for these positions in the health care industry, the Health Services Department may lose staff to
private hospitals whose salary levels are higher than the current County salaries for these classifications.

THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its capacity as governing
Board of the County of Contra Costa and all districts of which it is ex-officio governing Board
RESOLVES THAT:
Effective October 1, 2006 the salary of Health Services Systems Director (VCDF) will be
reallocated from Salary Grade B85-2116 to Salary Grade B85-2166 and an additional
performance step of five percent (5%) will be added to salary plan/grade B85-2166. This
Resolution supersedes all previous resolutions regarding salary range and performance pay
for the classification of Health Services Systems Director (VCDF) only.
