Ms. Dowling's term of office expires September 30, 2008. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): Margaret Dowling has resigned from the Advisory Council, and it is necessary to fill this vacancy in an effort to bring the Advisory Council to its required number of active members. It would not be within my nature to leave without a few suggestions for the Council's consideration ;-) - There is a need for new and creative concepts, this comes with new members. I have served a dozen years. It is time for a new person to fill the role and share our community's viewpoints of specific needs for persons with disabilities (PWD). This is especially true since the MSSP program is being considered for the "Younger than 65" group. Hopefully, the new Council member will be immediately warmly received, encouraged and valued for their views on disability issues...regardless of their delivery. Sometimes we hide our talents behind a fighting back facade as we fight for our equal rights, equal architectural access, equal program and services access...and often for our very lives. There are professionals, PhD's, MA's and BA degreed folks in our community...but most importantly consumer of services; the most under-represented. - Mandating non-officers to a meeting may be a reconsideration. Feelings of value will be enough to bring people to the table. - The inclusion of persons who receive services from the county are grossly underrepresented on the Advisory--all the best intentions of this "advisory" and its dedicated members can not, under the best of intentions, understand what it is like to live in abject poverty. For this reason it is my fervent wish that this body will redesign the By-laws to require the following four seats: All appointed members in this category should be: - A Medi-Cal beneficiary. No more than one with a "Share-of-Cost" Expansion of membership: - One seat should be occupied by an IHSS recipient receiving 200 hours or more (a person with severe disabilities). One seat should be occupied by a senior citizen receiving a minimum of 150 hours of IHSS - One person should be a current nursing home resident or a recent (in the past 2 years), ex-resident residing in a long term care facility, Assisted Living or Board and Care for a minimum of one year. This member could attend by telephone conference call. - One seat should be occupied by a MSSP or Linkages consumer If a fifth seat, if you want a true representation should also consider... - One person who is a provider of an IHSS recipient either family-related providing a family member with 200 IHSS hours and solely dependent on IHSS income to support the family or a person who is non-family related IHSS provider. In my opinion, the Advisory should have more representation for users of county administered programs - Advisory meetings should be held three times a year in the three sections of the county to encourage public participation and future membership growth. While there are similarities throughout the county, there are specific issues related to each of the three county areas. At each of these meetings have a meet-and-greet gathering prior to the meeting extending invitations to people who have a connection to long term care, nursing programs, adult education programs, day care services, etc. Provide an information table on programs and services offered by the county(MSSP, Linkages, IHSS, Meals on Wheels, Stoke program, calendars of planned events, if interested how to get involved, Senior Legislators, a copy of the Area Plan, Acute and Long Term Care Integration development and more. It is my hope to attend meetings when I can as an "Interested Member of the Public". I would hope that if the By-laws are revisited in the future that you will also consider expanding the membership to those who want to participate but in a less restrictive mandate on attendance...a non-voting membership perhaps...not any less valued than voting members. l � It is with a heavy heart that I offer my notice to resign from the Senior Advisory Council. My health needs dictate a narrower focus of activities. I remain committed to Olmstead, its many meetings and future health care issues seemed to occupy many of the same dates as the Advisory Council. If not those meetings, things I must do to remain independent-- those expectations by programs to produce documentation, dealing with SSA overpayments, housing recertifications...a full time job rest assured there is a serious need for a single entry point for services encompassing the broad range of needs within our mutual communities, PWDs and seniors. Wishing you all a future of successful endeavors as you pursue the growing numbers of seniors and PWDs. I have shared myself openly and without reservation as some of you have been accepting of my intentions. I have learned, despite the great divide of program funding that together seniors and PWDs have more in common today than ever before.
