DATE: December 19, 2006 PAGE: 2 of 2 REASONS FOR RECOMMENDATIONS AND BACKGROUND: The Public Works Department commissioned a study in 2002 entitled, "Acquisition of Pacific Gas and Electric (PG&E) Streetlights Feasibility Study Phase I" (Study). The Study revealed that the County could provide better customer service with faster response times at a lower cost than that which is currently being provided by PG&E. As part of the Study,the County's consultant conducted interviews with several agencies that have already formed partnerships with other agencies to maintain the acquired streetlights. It was concluded that implementing this strategy would be beneficial to Contra Costa County. On December 6, 2005, the Board approved a contract with Harris and Associates to provide services related to the acquisition and maintenance of streetlights Countywide. Customer service has been greatly improved and new programs and improvements requiring further maintenance and assistance are being developed. This contract amendment is required to complete the efforts to improve services related to streetlight acquisition and maintenance. CONSEQUENCES OF NEGATIVE ACTION: Without the Board of Supervisors' approval,an alternate means to provide the services related to the acquisition and maintenance of streetlights will have to be identified.
