APPROVE and AUTHORIZE the Redevelopment Director to execute a contract with Fraser & Associates in the amount of $29,000 to provide services as Fiscal Consultant for Issuance of Tax Allocation Bonds for Redevelopment Areas for the period November 15, 2006 to December 31, 2007. FINANCIAL IMPACT: No general fund monies will be used for this contract. Redevelopment funds have been budgeted for this purpose. BACKGROUND: The Redevelopment Agency is preparing to issue its Tax Allocation Bonds in 2007. In order to proceed, the Agency will need to prepare ten-year revenue projections, verify current revenues and the manner in which they are calculated, review/analyze appeals and have prepared a Fiscal Consultants Report. The firm of Fraser & Associates has completed this work for the Agency in the past and is intimately familiar with the Agency's financial status and the County Auditor-Controllers methods for determining tax allocations to the Agency. The contract amount will cover all required services including analysis & documentation, attendance at meetings and out-of-pocket expenses.
