SUBJECT: YEAR-END REPORT FROM ADVISORY COUNCIL ON
EQUAL EMPLOYMENT OPPORTUNITY
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ACCEPT the 2006 End of Year Report from the Equal Employment Opportunity Advisory Council
regarding its activities, accomplishments, attendance/representation, training/certification and proposed
work plan/objectives for 2007.
BACKGROUND:
Contra Costa County Board Resolution No. 2002/377, June 18, 2002, states that each board,
commission or committee shall annually report to the Board of Supervisors on the second Tuesday in
December. In accordance with this requirement, the 2006 Annual Report from the Equal Employment
Opportunity Advisory Council is attached.

Subject: End of Year Report for 2006
The following is the "End of Year" report from the Advisory Council on Equal Employment Opportunity:
Advisory Body Name: Contra Costa County Advisory Council on Equal Employment Opportunity
Body Meeting Time/Location: Fourth Friday of each month from 9:30 a.m. to 11:30 a.m. at the
County Administration Building, 651 Pine Street, Room 101, Martinez, CA 94553.

Reporting Period: December 2005 through November 2006
Activities:
In compliance with the by-laws of the Advisory Council of Equal Employment Opportunity, the Council
held monthly meetings at a regular time and place throughout the year. The following highlights the
Advisory Council's activities throughout the year:
❖ Planned and hosted the 2006 "Business Opportunity Workshop" at Contra Costa Community
College on September 19, 2006.
❖ Monitored compliance with the County's Small Business Enterprise (SBE)/Outreach and
Disadvantaged Business Enterprise Programs (DBE).
❖ Recognized departments that consistently exceeded SBE and Outreach goals and advised
departments that failed to meet the SBE and Outreach goals by inviting them to the Advisory
Council meeting to discuss their SBE and Outreach Program.

❖ Invited representatives from "Tradewomen, Inc."to present and discuss the problems of women in
the Skilled Craft Trades.
❖ Invited County department representatives to provide ongoing communication and education
between the Advisory Council and departmental staff as follows:
■ John Cullen, County Administrator, Contra Costa County, regarding the County's budget;
■ Michael Lango, Director, General Services Department, regarding Skill Craft Workers;
■ Mike Hollingsworth, Assistant Director-Design, Public Works Department, regarding
changes in the Disadvantaged Business Enterprise (DBE) Program to a DBE Race Neutral
Program.
❖ Recruited and interviewed candidates to fill Advisory Council member vacancies.
❖ Reviewed a presentation regarding the County's Community Warning System.
❖ Voted on new Chair and Vice-Chair positions after the departure of Council member Jonothan
Dumas.
❖ Reviewed job reductions and layoffs that occurred in the 2005-06 budget reduction process.
❖ Reviewed the Disabled Business Enterprise Program changes to the new DBE Race Neutral
Program.
❖ Reviewed the minimum requirements for Firefighter Recruit and Firefighter Paramedic.
Accomplishments:
The Council achieved many of its desired goals as follows:
❖ Hosting the 2006 Business Opportunity Workshop.
❖ Attendance: A quorum was reached in eight (8) out of nine (9) meetings.
❖ Made recommendations and received approval to fill an Advisory Council vacancy. The new
member brings a new perspective and expertise to the Advisory Council.
❖ Recommendations for Outreach tools to assist with recruitment of females into the skilled trades.
❖ Reviewed hiring procedures for Firefighting positions within the County Fire Department.
❖ Recognized "best" and "most improved" departments for meeting the Small Business
Enterprise (SBE) and Outreach Program requirements.
❖ Reviewed, analyzed and discussed the Purchasing, Professional Services and Construction SBE
and Outreach Program quarterly reports.
❖ Recommended reemphasizing to departments that they must document the reasons if they are not
following the requirements of the Outreach Program.
Attendance/Representation:
Members of the Advisory Council represent diverse interests and racial and ethnic backgrounds as
follows: males (7) and females (4); white (4), Hispanic (2) and African Americans (5). They represent
the community, the disabled, education, businesses, management and unions. A quorum was
achieved in eight (8) out of nine (9) meetings.
Training/Certification:
The Advisory Council continued to focus on conducting workshops and training sessions to further the
Council's knowledge and expertise.
❖ Ensured all new members viewed the video on the Better Government Ordinance and Brown Act
within three (3) months of their appointment date.
Received presentations by the following departments:
■ County Administrator's Office regarding the budget;
■ General Services Department on the Skilled Craft Workers; and
■ Public Works Department regarding the DBE Race Neutral Program.

Proposed Work Plan/Objectives:
The Advisory Council will continue to hold monthly meetings to conduct business in compliance with its
by-laws. It is the Advisory Council's intent to maintain full membership and encourage all members to
regularly attend meetings. The Advisory Council's work plan is to continue to review and analyze the
Affirmative Action Annual Progress Reports and SBE and Outreach Program reports in order to
present training sessions and discussions on a variety of topics that affect the County's Affirmative
Action and SBE and Outreach Programs. It is the goal of the Advisory Council to continue to promote
good communications with the Board of Supervisors, County Administrator, County departments,
County Chambers of Commerce and community-based organizations to further its outreach efforts to
businesses and communities.
The following specific objectives represent individual Council members' input and are not
representative of the Council as a single body:
❖ Conduct an annual "Business Opportunity Workshop" for companies that do business with the
County, utilizing feedback from prior years' workshops to make adjustments to content,
presentations, venue and time. Concentrate outreach efforts on Small Business Enterprises.
Explore other tools (such as the creation of videos) to be used to "get the word out" regarding
contract opportunities for general contractors, vendors and professional services providers.
❖ Monitor and advise the County in its outreach effort to attract and retain more females to the skilled
trades.
❖ Monitor and advise the County in its outreach effort to attract and retain a more diverse work force
within the County Fire Department.
❖ Monitor and advise the County regarding department recruitment and outreach efforts. Evaluate
and recommend those departments that consistently meet and/or exceed employment and
contracting goals and requirements.
❖ Continue to establish a collaborative effort with the Chambers of Commerce and other Community-
based organizations located in Contra Costa County.
