RECOMMENDATION:
ACCEPT the presentation of the Alcohol and Other Drugs Advisory Board Annual Report for
the 2006 calendar year
BACKGROUND:
The Alcohol and Other Drugs Advisory Board is comprised by 21 volunteers appointed by the
Board of Supervisors. Members of the Board represent the five supervisorial districts and at-
large represent the County as a whole. The mission of the Board is to assess family and
community needs regarding treatment and prevention of alcohol and drug abuse problems
and report the findings and recommendations to the Health Services Department, the Board of
Supervisors and the communities that they serve. This reports meets the requirements of the
Board of Supervisors Resolution No. 2002/377, which requires that each regular and ongoing
board, commission, or committee reports annually to the Board of Supervisors on its activities,
accomplishments, membership attendance, required training/certification.

ANNUAL REPORT
Reporting Period: January 1, 2006 to December 31, 2006
Advisory Board Name: ALCOHOL AND.IOTHER.DRU.GS ADVISORY BOARD
Advisory Board Meeting Time and Location: Fourth Wednesday of the month
from 3:45 to 6:15pm in Martinez; however, each quarter the Adviso y,Board
meets at different supervisorial districts locations to outreach to those residents.

Activities:
The following goals were identified for prioritization during the calendar year
2006: 1) Strengthen prevention, education, and treatment for adults; 2) Reduce
youth access to alcohol and other drugs through prevention 3) Increase youth
access to treatment. The projects selected to achieve these goals included: The
Last Drink Program, expand prevention and treatment for older adults, and work
with community organizations on youth access and alcohol licenses.
Accomplishments:
The AODAB recently worked with Supervisor Gioia on a recommendation to ask
the Bart Board of Directors to reverse their decision to allow alcohol product
advertisements on Bart trains and at Bart stations.
The Community Awareness Committee continued efforts to increase public
awareness of alcohol and other drug issues and to increase the visibility of the
Board. The Board's Webpage was updated and expanded to provide additional
information to the public. Since January we have been collaborating with the
Mental Health Commission to address alcohol, medications and other drug
abuse and misuse among the older adult population. Appropriate training is being
planned for personnel serving older adults. In April we promoted Alcohol
Awareness Month and attended the Board of Supervisor's proclamation
presentation. In May we conducted the 10th annual People Who Make A
Difference Awards campaign to recognize people in the community for their
efforts to curb the use of alcohol and other drugs. This year twenty individuals/
groups were honored. In September we helped plan for, and participated in the
second annual Recovery Walk in Concord. Over 200 people participated in the
Walk and post-walk activities. A Committee member accepted a proclamation
from the Mayor of Concord and we took part in the proclamation presentation by
the Board of Supervisors in recognition of National Recovery Month. We also
took part in the County's recognition of Red Ribbon Week in October. We
represent the AODAB on the Medical Marijuana Ordinance and Strategic
Prevention Planning work groups.
The Public Policy Committee continued to work with the West County Alcohol
Working Group, the California Council on Alcohol Policy, the Tobacco Prevention

Project, the Teen Age Program, and the Alcohol Beverage Control agency of the
State (reviewing alcohol license applications). A study was conducted of alcohol
beverage ads and placement in major supermarkets with attempts to reduce
excessive marketing. Special surveys were done of alcohol billboards near
schools; and of businesses that sell alcohol along 23rd St. in Richmond.
Legislation relating to alcohol and other drugs was reviewed and
recommendations made. Several members resigned, temporarily suspending the
activities of this committee which will be re-energized when we adopt our new
projects for the coming year.
The Youth and Family Committee coordinated an Advisory Board site visit to
Sunrise House. We developed What Brings Us Together - a biographical packet
to help Advisory Board members learn more about each other's areas of
expertise and special interests. Committee members have maintained liaison
positions with the Countywide Youth Commission, Juvenile Systems Planning
Advisory Committee, CASA in San Ramon, and the Methamphetamine Task
Force. We coordinated a meeting with County Counsel to clarify Brown Act
questions and shared information with the full board. We have been meeting
twice a month to coordinate the Advisory Board's effort to conduct three
community meetings to gather information to share with the BOS and others
regarding methamphetamine use and the impact it has on the community,
families, and individuals.
ATTENDANCE AND REPRESENTATION:
The Board met on a monthly basis. Meetings were held in Concord and at Diablo
Valley College jointly with the addiction studies class. In twelve months, only two
meetings did not have quorum and those meetings were properly adjourned. The
Advisory Board has faced a year of considerable internal conflict but we are now
in a strong position with many new members with exceptional expertise and
skills, revitalized and ready to serve our community in 2007.
TRAINING AND CERTIFICATION
Upon appointment to the Board, new members receive an orientation by staff
and board members that includes information about the internal functioning of the
Board, Brown Act and Better Government Ordinance, confidentially laws, AODS
System of Care, etc. Members are also provided with a copy of the Brown Act
video prepared by County Counsel which they take home to view and return to
staff with a signed form that is properly filed.
PROPOSED WORK PLAN/OBJECTIVES FOR NEXT YEAR: The 2007 AODAB objectives
will be identified at our annual retreat scheduled for February 2007.
