RELATED TO CERTAIN PROJECTS FUNDED WITH COMMUNITY DEVELPOMENT
BLOCK GRANT FUNDS IN FY 2006/07
SPECIFIC REQUESTS) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
(1) FIND, as the Responsible Agency, that the City of San Pablo, as the lead
agency for the Senior Center Kitchen Renovation project, determined that this
project is exempt from the California Environmental Quality Act pursuant to
Public Resources Code Section 15301(a), and
(2) FIND, as the Responsible Agency, that the City of Richmond, as the lead
agency for the California Autism Foundation project, determined that this
project is exempt from the California Environmental Quality Act pursuant to
Public Resources Code Section 15301(a), and
(3) FIND, as the Lead Agency for the Guardian Adult Day Health Center project in
El Sobrante, that the project is exempt from the California Environmental
Quality Act pursuant to Public Resources Code Section 15061(b)(3), and
(4) FIND, as the Lead Agency for the Port Costa School Building project in Port
Costa,that the project is exempt from the California Environmental Quality Act
pursuant to Public Resources Code Section 15061(b)(3), and

(5) DIRECT the Community Development Director, or designee, to file a Notice of
Determination for all four projects with the County Clerk, and
(6) DIRECT the Community Development Director, or designee, to arrange for
payment of the $25 handling fee for each project to the County Clerk for filing
such Notice of Determination.
FISCAL IMPACT
No General Fund impact. CDBG funds are provided to the County on a formula basis
through the U.S. Department of Housing and Urban Development.
BACKGROUND /REASONS FOR RECOMMENDATIONS
On May 10, 2006, the Board of Supervisors approved the County's FY 2006/07 CDBG
Action Plan including providing financing to the following projects:
City of San Pablo-Senior Center Renovation: The purpose of this project is to renovate
the Senior Center kitchen to be in compliance with the Americans with Disabilities Act
(ADA), and current health, safety, and fire codes. The layout of the kitchen will be
reconfigured with widened doorways, lowered countertops, and the installation of new
cabinets, appliances, and flooring. The City of San Pablo, as the Lead Agency, has
determined that this project is exempt under the California Environmental Quality Act
(CEQA). Providing financing for this project is exempt under Section 15061(b)(3)of CEQA.
California Autism Foundation — Chocolate Factory: The purpose of this project is to
create new employment and training services and new jobs for 75 lower income persons,
including people with developmental disabilities (Autism) by renovating an existing
warehouse and creating a modern candy production facility in Richmond. The City of
Richmond, as the Lead Agency, has determined that this project is exempt under CEQA.
Providing financing for this project is exempt under Section 15061(b)(3) of CEQA.
Guardian Adult Day Health Center—Renovation of Facility: The purpose of this project
is to create a more comfortable environment for clients (frail seniors and adults with
disabilities) through the installation of a new heating, ventilation, and air conditioning
system, and the construction of interior walls separating therapy areas within the building.
The County staff is recommending that the County, as Lead Agency, determine that this
project is exempt under Section 15061(b)(3) of CEQA.
Port Costa Conservation Society — ADA Improvements to School Building: The
purpose of this project is to replace all exterior doors and add ADA compliant hardware to
facilitate better access and egress to the building. The doors will be designed to be
consistent with the building's original 1911 design. The County staff is recommending that
the County, as the Lead Agency, determine that this project is exempt under Section
15061(b)(3) of CEQA.
By taking the recommended actions, the County ensures the above projects comply with
the requirements under the California Environmental Quality Act and may proceed without
further delay.

County is providing financing, under the federal Community Development Block Grant(CDBG) program,to the California
Autism Foundation to convert the interior of an existing building to be used to manufacture chocolate. This project only
involves the financing portion of the project under the CDBG program.The City of Richmond has determined that the actual
conversion of the building is exempt under Section.15301(a) of the CEQA guidelines.
