SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. APPROVE the bid documents for the Emergency Generator project at 50 Douglas Drive, Third
Floor, Martinez, including the Plans, Technical Specifications, and General Conditions.
2. DETERMINE that the project is a California Environmental Quality Act (CEQA) Class 4b
Categorical Exemption; DIRECT the Community Development Director, or designee, to file a
Notice of Exemption with the County Clerk; and DIRECT the General Services Director, or
designee, to arrange for payment of the $25 handling fee to the County Clerk for filing the Notice
of Exemption and a $25 handling fee to Community Development for administration processing
costs.
3. AUTHORIZE the General Services Director, or designee, to advertise for bids to be received on
February 1, 2007 at 2:00 p.m. and to issue bid Addenda, as needed, for clarification of the
contract bid documents, provided the involved changes do not significantly increase the cost
estimate for the initial construction contract.
FINANCIAL IMPACT
This project is funded by $95,000 from Health Resources and Services Administration (HRSA)
National Bioterrorism Hospital Preparedness Program Local Initiative Funding and the balance from
one-time supplemental Health Services revenue.
BACKGROUND
The purpose of this project is to establish a Department Emergency Operations Center (DEOC) at the
new headquarters offices of the Contra Costa Health Services Department located on the-Third Floor
of 50 Douglas Drive in Martinez. This new DEOC will be backed-up by an emergency gAnerator and
have radio communications capability to permit the Health Services Director and the Department's
health services officials to effectively direct, manage, and deplo a targeted response during any

community disaster or catastrophe, such as a major earthquake, wide-spread epidemic, or a
bioterrorism event. The DEOC will provide coordination of emergency medical services, including
ambulances and the use of hospital emergency rooms. In addition to facilitating effective
communication between Health Services Department staff and other community health care
agencies, the DEOC will permit direct communication with the County's emergency response officials
and Emergency Operations Center on Glacier Drive. The subject project will permit the DEOC to
remain operational even during a power outage.
Bid documents and specifications have been prepared by Zeiger Engineers for the Health Services
Department and filed with the Clerk of the Board by the General Services Department. The
construction cost estimate is $232,000. The general prevailing wage rates have been obtained and
these shall be the minimum rates paid on this project.
Upon the Board's authorization, the Clerk of the Board will publish a Notice to Contractors in
accordance with Section 22037 of the Public Contract Code, inviting bids for the work. The Director
of General Services, or designee, will mail notices to the construction trade journals specified in
Section 22036 of the Public Contract Code at least 30 days before the bid opening date.
