SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. ACKNOWLEDGE that the Board of Supervisors referred twelve new issues to the Family and Human
Services Committee (FHS) for their review and consideration during the 2006 calendar year in addition to
twenty-eight referrals carried over from the prior year.
II. ACCEPT the recommendation to carry forward the following twenty-eight referrals from the 2006 Family
and Human Services Committee to the 2007 Committee:
a) Referral#1 —Child Care Affordability Fund
b) Referral#2—Oversight of the Service Integration Projects
c) Referral#3—Oversight of the Juvenile Systems Planning Advisory Committee
d) Referral#5—Continuum of Care Plan for the Homeless
e) Referral#11 —Oversight of the Work of the Policy Forum
f) Referral#20—Public Service Portion of the CDBG
g) Referral#25—Child Care Planning/Development Council Membership

BACKGROUND/REASONS FOR RECOMMENDATION(S):
Between January and December 2006, the Board of Supervisors referred twelve new issues to the Family and
Human Services Committee (FHS) in addition to twenty-eight referrals carried forward from the 2005 year. The
FHS Committee heard forty-seven reports on thirty-five different issues referred. In many cases the FHS provided
oversight and guidance on issues; in others it recommended funding allocations for Board approval. In still others,
it considered and made recommendations to the Board on memberships/appointments to committees and advisory
bodies.
Seven referrals were not brought to FHS for discussion during the year. These referrals include:
a) Referral#13—Children and Family Services Program Budget
This item has been on hold for several years. The County Administrator's Office recommends that the
referral now be closed. If the Children and Family Services Program Budget is re-instituted, a
determination regarding a new referral to the Committee should be made at that time.
b) Referral #71 —Contra Costa Citizenship Initiative
This item was referred in 2004. There are currently no activities around this initiative. It is recommended
that this referral be closed.

c) Referral#72—Mental Health Contract Reductions/Position Eliminations
This item was referred and last discussed in 2004. The subject was carried forward as a referral since that
time to allow the issues to be revisited if necessary. It is now recommended that this referral be closed.
d) Referral#73—California State University Contra Costa County
This item was referred and last discussed in 2004. The subject was carried forward as a referral since that
time to allow the issues to be revisited if necessary. It is now recommended that this referral be closed.
e) Referral#76—Sober Living Taskforce and Discover House
This item was not discussed during the calendar year. The Health Department has been conducting
internal discussions regarding the type of services and clients appropriate for the facility and neighborhood
and researching possible grant opportunities.
f) Referral#90— Reduce Disparities in Health Services
This item was referred in July 2006 with a request to return to the Family and Human Services for an
update within one year. The Health Services Department will report to the Committee in early 2007. Is is
recommended that this referral be carried forward into the next year.
g) Referral#93— Independent Living Skills Program
This item was referred in October 2006 with a request for immediate information to be provided to the
Board members and an annual follow-up report provided to the Committee beginning in 2007. The
information requested was provided to the Board on October 9, 2006 and this item has been placed on the
list for follow-up next year.
The above recommendations are being made by the District V Supervisor and not the Family and Human Services
Committee. This is due to the election of the Chair of the Family and Human Services Committee to the State
Assembly on November 7, 2006 and the lack of a quorum of the Committee.
