RECOMMENDATIONS
ACCEPT the attached 2006 Annual Report from the Children and Families Policy Forum.
BACKGROUND
The Contra Costa Children and Families Policy Forum was established by the Board of Supervisors in 1996
as a means to inform and engage citizens, community service providers, foundations, private sector
partners and local government representatives in activities that improve the health, safety, well-being,
economic strength and quality of life in the County's children, families and communities.
The Policy Forum Executive Committee actively oversees some efforts, endorses or supports others, and
sponsors or coordinates still others. Its most visible project is the Children's Report Card, which measures
how children are doing in Contra Costa County using 24 other data indicators
The above recommendation is being made by the District V Supervisor and not the Family and Human
Services Committee. This is due to the election of the Chair of the Family and Human Services Committee
to the State Assembly on November 7, 2006 and the lack of a quorum of the Committee.

CHILDREN AND FAMILIES POLICY FORUM

Reporting Period: January 2006—November 2006
The Policy Forum Executive Committee continued its focus on providing collaborative leadership to
increase awareness and ownership of child and family issues in the County, maximizing and leveraging
resources and identifying/coordinating initiatives to address gaps in our service system.
The Chair of the Executive Committee transitioned to John Cullen. With the recent establishment of the
Office of Children Services within the Office of the County Administrator it is anticipated that Ms. Danna
Fabella will take on responsibilities as staff to the Policy Forum. Findings from Ms. Fabella's review of
cost effective and cost efficient ways of meeting the needs or our at-risk children will serve as future
system improvement input to the Children and Families Policy Forum.
Activities
The Policy Forum Executive Committee received briefings/presentations on issues critical to children and
families. Topics included Methamphetamine Abuse and its Impact on Children and Families; Violence
Prevention—Preventing Children's Exposure to Violence and Youth Violence in the County; First 5
Contra Costa Children and Families Commission; and the Home Visiting System.
The Committee worked to identify needed refinements to the Children's Report Card including providing
greater detail on data showing disparities in ethnicity, geography and service delivery/access; utilizing the
Report Card to identify resource investment needs; and highlighting gaps and accomplishments.
The Parenting Task Force, a subcommittee instituted to provide information, education, and networking
opportunities for professionals and volunteers involved in parent education held effective quarterly
workshops addressing childhood nutrition, teen parent legal obligations, and the impact of depression on
fancily systems.
Attendance/Representation
The Policy Forum Executive Committee consists of 18 members, primarily agency heads from county,
juvenile justice, law enforcement, and education. Quorums were achieved at all four meetings during this
reporting period. The Policy Forum general committee consists of 40 members from county government,
cities, schools, non-profits, employers, consumers, health care_ , and higher education. No general forum
meetings were held this year.

Proposed Work Plan for Next Year
In the coming year the Policy Forum Executive Committee will focus on:
• Holding focused discussions on issues critical to children, families and the public;
• Identifying, piloting and sustaining interdepartmental initiatives that address children and
families issues; and
• Updating the Children's Report Card.
