SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Redevelopment Director to execute a contract amendment
with David Paul Rosen & Associates, effective June 30, 2006, to increase the payment limit by
$15,000 to an amount not to exceed $39,000 and to extend the term limit to June 30, 2007 to
provide an additional Housing Affordability Gap Analysis.
FINANCIAL IMPACT:
No General Fund impact. The cost of the contract will be paid out of Inclusionary Ordinance in-
lieu fees.
BACKGROUND:
On October 24, 2006 the Board of Supervisors adopted an Inclusionary Housing Ordinance
(Ordinance). The Ordinance contains an in lieu fee provision. This fee may be paid on
developments up to 126 units, and fractional units. The in lieu fee is the difference between a
median priced home (or rent) and the price (or rent) affordable to the targeted income group
("price gap").

The'Board directed staff to conduct an additional in-lieu fee study based on the gap between the
total development cost and the price (or rent) affordable to the targeted income group
("development gap"). The most cost effective way to complete this study is to extend the David Paul
Rosen and Associates contract and to increase the contract amount by $15,000.
