In the Matter of Recognizing Mark DeSaulnier
Upon His Election to the California State Assembly
After Fourteen Years of Service as the Supervisor for
Contra Costa County,District IV RESOLUTION NO.2006/772
WHEREAS Mark DeSaulnier was appointed by former Governor Gray Davis on March 31,1994 to serve as the Contra Costa County
District IV Supervisor;and
WHEREAS Mark was subsequently elected in November 1994 and re-elected in 1998;in 2002,he retained his seat with 80 percent of
the vote-the highest percentage recorded in a contested election in the history of the county;and
WHEREAS during his tenure on the Board,-Mark championed.dmi l services to'Iwo'of the County's most vulnerable populations:
women and children. He sponsored numerous initiatives ori their.bQhall includrtg;the°Contra,, cars Children's Report Card and the
Children's Accountability Act--boihdo"ols for evaluating°children s issues and the impact]of county programs on children;the annual
Children and Families'Budget--,'separate_'Courity,budg9 that reviews and measures the eilecliveness of County programs In these
areas;a comprehensive Women's Health Program and;rtrany special prgectsmduding the AfterSchool4All initiative,the Future Fund,
and library literacy programs and
WHEREAS Mark actively promoted environmental quality,protection and safety thmugh his service on.the executive boards of the
Bay Area Air Quality Menge ant tDistdgt'and the California Air Resources.Board. and providedaleadership through introduction of
local legislation including the Countys industrial safety ordinance,the;green building progiem'the wood smoke`ordinance,the smoking
prohibition ordinance,and the deniollti' debris ordinance and K-

WHEREAS,Mark's witticisms that enlivened the often ponderous discourse his.long-winded and extensive quotation of erudite and
intellectual leaders,his sometimes irreverent attitude towards matters of both little andeijreaSimport,and his innate sense of humor(watch
out State Legislature!)will be missed by both his colleagues and the viewing public;"
NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors hereby congratulates Mark DeSaulnier upon his election to the
California State Assembly and expresses its appreciation and admiration for his leadership in advancing services for our most vulnerable
populations,protecting the environment,and promoting both local and regional smart growth policies;for being an integral force in
engaging youth in governance,his dedication to good government,and for 14 years of service as a County Supervisor working to provide
a better quality of life for all Contra Costans.
