I FISCAL IMPACT: No impact from this update. I I BACKGROUND: To enhance oversight of the Community Services Department the County Administrator is conducting - monthly meetings with the department to receive updates on program issues and to plan and/or authorize actions that may be needed. To ensure they remain updated regarding the status of the program, the Board of Supervisors directed the County Administrator. or his designee. to provide them with a monthly status report. Attached is the regular monthly report on the operations of the Community Services Department. A. Policv Council'November 1 i. 2006: • Parent Recognition of Staff Excellence recipient- Seaphan Thoot. Libran—Floater— East County: Sonia Cabral—George Miller I • Twelve parents signed-up to assist with and support the upcoming Federal i Review • DRDPr pre-school and infant'toddler assessment tools and assessment i timelines were presented to parents. Results are used to set individualization goals for each child. Aggregated results are analyzed to make curriculum and program recommendations. • HEAP presented the Energy Conservation Work-shop and weatherization information. Each participant received a home energy efficiency "goodie bag." • Heard from the two executive officers who attended the Region LK Conference in Reno. \A' in October. Ther shared conference highlights and kev leamine. I Male Involvement: 'November 8th. 2006 • Welcomed seven new members,two of v.-hom were men. • Tallied Male Involvement Interest Survey to assess what Head Start men want and need from the Male Involvement Committee this school year. Personnel Report: • As of 1 I'15-2006. the Personnel Services Unit has done the following recruitment activities. All recruitment activities were ..-.ith the goal of j obtaining qualified Teachers. Associate Teachers. and Master Teachers: • Placed classified advertising in a variety of sources. including the California job Journal (3 weeks), listed jobs online or via fax at colleges including CSL"-East Bay-. Diablo `'alley- College, Solano Community College. St. Marv's Colleae, Los Medanos Colleae. Contra Costa Colleae, j and Ohlone Colleae. • In addition,we have mailed a total of over 500 flyers to parents in an effort to recruit Teacher Assistant Trainees, mailed another 160 flyers to various j child development centers, otherNAEYC certified Head Start centers. tribal (American Indian)_ Head Start centers. school district employment j offices_. and community centers in diverse communities around the Bav area. j • We have faxed or e-mailed flyers to local and neighboring county's j Workforce Investment Boards, including Contra Costa Count-, Solano � Workforce Investment Board. and EastBay Works. all the one-stops in i Contra Costa, Alameda. Solano. and San Joaquin counties, and attended at least one 'mega' career fair in San Francisco on'November 14`". • We are also in the process of finalizing the ?006:. 007 Recruitment Plan. and it will include several appendices including a Recruitment Event � Calendar, a listing of presentations at colleges and one-stops. and a listing of online employment ad and diversity recruitment sources. j C. Fiscal and Audit Report: • The Department submitted its 1 st quarter Fiscal and Attendance Reports to State's Child Development Department on October 1-0. 2006. • The accounting firm of Caporicci & Larson has completed its audit of FY 2006-06 Child Development program. The firm will issue the audit report � on or before the due date of December 16, 2006. D. Snecial Projects/Activities: • CSD continues to prepare for the triennial, F;.deral. State and':SDA reviews. Staff and parents have attended trainings. including some from the Region IX office. A new tool is being used that was just distributed last month and the program is also changing format to reflect the nes;-process. � The reviews will be in earl-2007. y � •' CSD is reviewing and enhancing its emergency°preparedness processes to include not only earthquake, but flooding. fire and other emergencies to ensure the best trained staff and materials to meet anv challenge. • The LIHE_AP program for heating.`cooling assistance for loci-income i families is de-centralizing its intake to EHSD Service Integration Sites, and i other places and organizations to be more accessible to the commumt. I John Cullen Pace November 1'.2006 •—Staff continues-to-mzet-w-itl1 XVEsCC-ontra Costa-Countt;-School-District and--_-- the County Capitol Improvements Committee to tri-to identify funds to build a nes;-Lake Child Care Center in Richmond. The existing portable, housing 100 to 120 young children, is over 30 rears old and in great need of being replaced to provide the kind of quality center the children need. • A fire year collaborative project to renovate the Department's historic i Maritime Child Care Center reached an important milestone on October'_:', 2006 when the California Cultural &: Historic Endowment Board of Directors awarded a S? Million dollar renovation grant to the Rosie the � Riveter Trust to begin restoration efforts on this World War II era building in Richmond. In a unique partnership between the Count-.who owns the building and land, the Cin- of Richmond, the West Contra Unified School � District.the Richmond Children's Foundation and the Trust have worked together to raise a total of 54.5 M which has been committed to date for restoration purposes. The success of this group with Maritime has opened the door to restore, enhance and improve a much larger area next to Maritime including the Ni vstrom Elementary- School and adjacent park. It is projected that approximately S1_M in additional funds will be required to complete the Maritime project. • Maria Fon, Region IX Specialist will retire in December.
