FINANCIAL IMPACT The Office of the Sheriff-Coroner is purchasing one additional vehicle for an estimated purchase cost of $46,645. Federal Homeland Security Grant funds from 2005 will be used to purchase the vehicle. BACKGROUND The Office of the Sheriff-Coroner is the fiscal agent for Homeland Security Grants in the County. The ' Homeland Security grants support the County, fire districts, emergency medical services and other i allied agencies in the purchase of equipment, training of personnel, and planning for emergency responses. The Sheriff-Coroner's Office is purchasing one van equipped to transport multiple decedents in a mass casualty incident. The vehicle will also be capable of towing the mass casualty trailer. I In accordance with Administrative Bulletin No. 508: "County Vehicle and Equipment Acquisition and Replacement Policy with Guidelines." approval is requested for the purchase of the vehicle. This request has been reviewed and approved by the County Administrator for consideration by the Board of Supervisors. Services artment, Purchasing Division From: Captain Jon E ox, Coroner's Division Commander ` -Subject: Purchase of a 2006 Dodge Sprinter r The Coroner's Division is in the process of requesting the purchase of a 2006 Dodge Sprinter using Homeland Security Grant funding. This Multi-casualty transport vehicle will be equipped with a "Double Deck System" manufactured by LINK Cargo Management Products. This is a unique system that requires installation by the manufacturer who is located in Sioux Center, Iowa. There is no cost for the installation j at their location. There is a considerable cost for the manufacturer to do this installation 7 in California. We have taken the liberty of obtaining four bids from Dodge Dealerships. three of which t are in California and one in Omaha, Nebraska. We are requesting that this purchase be made through the dealership in Nebraska due to the below listed reasons. There are three ways we can accomplish the purchase of the vehicle and the manufacturer's installation of the 'Double Deck System": 1. Purchase the vehicle through any dealership and then pay LINK to come to our location to conduct the installation at a cost of$2,750 (see attachment#1). 2. Purchase the vehicle from a dealership in California, pay for transportation costs of the vehicle to and from Iowa, with no charge by LINK for installation. (Transportation costs would likely exceed $2,750) 3. Purchase the vehicle from the dealership in Omaha, Nebraska, at a cost less than the bids in California. The dealership will transport the vehicle to LINK who will do the installation at no cost. The dealership would then transport the vehicle to Concord, California at a cost of$1:500. Option 3 will result in a savings of$2,472. C Coroner's Division Subject: Justification for purchase of a Mass Casualty Vehicle I I recently made a presentation to the Gang of 10 to request $45,000 to purchase a Mass Casualty Vehicle with funding from the Homeland Security Grant Purchase Authorization from Grant Year 2005. The request was approved for $45,000 and assigned Project # 05-40. 1 am in the I process of working with Todd McCown and Fred Jones to complete this purchase by I the deadline of December 31, 2006. I I The justification for this expenditure is as follows: The Coroner's Division currently has two conventional cargo vans assigned to our fleet. Both vehicles have high mileage. One vehicle is scheduled for replacement during this budget--cycle. Each_vehicle can transport a maximum of two decedents. We are not currently equipped to handle the transportation of multipledecedents in a mass casualty—------- incident. A Dodge Sprinter van has a high ceiling, and with the installation of the I appropriate equipment can accommodate four bodies. This vehicle is also powered by a turbo-diesel motor that more capable of towing our mass casualty trailer. The purchase of this vehicle and equipment will greatly enhance our ability to serve the Office of the I Sheriff, and all agencies within Contra Costa County in any multiple-casualty incident. I The estimated cost of the vehicle and equipment is approximately $45,000. Any additional minor costs to this project could be funded through Org 0359; Account Code 2302, which is currently under-budget.
