SUBJECT: AUTHORIZE acceptance of Federal Aviation Administration Airport Improvement
Program (AIP) Grant funding to purchase a new Aircraft Rescue and Fire Fighting
vehicle.

I. RECOMMENDED ACTION:
AUTHORIZE the Director of Airports, or his designee, to submit a request for additional Airport
Improvement Program (AIP) grant funding from the Federal Aviation Administration (FAA) in an
amount not to exceed, of$300,000 to complete the purchase of a new Aircraft Rescue and Fire Fighting
(ARFF) vehicle and associated gear and optional equipment for Buchanan Field Airport, Pacheco area
(District IV). The total grant amount will increase from $807,500 to $1,107,500.

H. FINANCIAL IMPACT:
There is no impact on the County General Fund. The amended total project amount will be
approximately $1,165,789.00. Approximately 95% or $1,107,500 will be from the FAA, approximately
2.37% or $27,687 will be from Caltrans, and approximately 2.63% or $30,602 will be from the Airport
Enterprise Fund.
III. REASONS FOR RECOMMENDATIONBACKGROUND:
On February 14, 2006, the Board of Supervisors approved the acceptance of Federal and State
Airport Improvement Program (AIP) grant funding for the purchase of a new ARFF vehicle. The
original estimated cost for the new ARFF vehicle and associated equipment was $850,000. However,
on September 11, 2006, Contra Costa County received one responsive bid from Oshkosh Truck
Corporation in the amount of$1,024,038 for the new ARFF vehicle and associated gear and optional
equipment. This additional grant funding is required to purchase all items originally requested.
M Consequences of Negative Action:
The optional gear and equipment for the new ARFF vehicle will not be purchased as part of the
Federal and State AIP grant process. The Airport Enterprise Fund does not have the financial
resources to solely fund the additional gear and equipment.
