RECOMMENDED ACTION:
ACCEPT and APPROVE the Fiscal Year 2006/2007 Program Budget for the Hillcrest Heights Geologic Hazard
Abatement District (Hillcrest Heights GRAD), as recommended by the Hillcrest Heights GHAD General
Manager, William B. Wiggington, GEOLEX, Inc.
FISCAL IMPACT:
There is no impact to the County General Fund. The Hillcrest Heights GHAD is funded through assessments
levied on properties within the boundaries of the GRAD.

REASONS FOR RECOMMENDATIONS AND BACKGROUND:
On July 23, 1996 the Contra Costa County Board of Supervisors adopted Resolution 96/329 approving the
formation of the Hillcrest Heights Geologic Hazard Abatement District (Hillcrest Heights GHAD). The Board at
that time appointed itself as the Board of Directors for the Hillcrest Heights GHAD. Resolution 97/178 adopted
on April 1, 1997 by the Board of Supervisors, acting as the Hillcrest Heights Board, confirmed the assessments
for the District and ordered the collection of the amounts called for in the Assessment Report. The initial fiscal
year for-the district was established as 1997-1998. William B. Wiggington of GEOLEX Inc., was contracted by
the Contra Costa County Public Works effective July 1, 1997 to assume the role as District Manager/Geologist
for the Hillcrest Heights GHAD. Mr. Wiggington continues to serve in that capacity under a contract that has a
completion date of July 31, 2008.
The Program Budget anticipates the salaries of the General Manager/Geologist as well as those of hired
consultants and support services. Legal fees, accounting and insurance, County Staff services, and GHAD
association membership are included. The annual repair, maintenance, and improvement program is essential to
keep Hillcrest Heights GHAD assets in operation including, general maintenance, erosion control measures, and
mitigation measures (sandbagging and hydroseeding). On a periodic basis each year, the Hillcrest Heights
GHAD will also monitor and maintain the following items: inceptor ditches, piezometers and hydraugers,
survey points and benchmarks, and subdrains.
The Hillcrest Heights GHAD Draft Program Budget table is intended to summarize the approved budget. The
attached report detailing the various programs and activities of the Hillcrest Heights GHAD is provided for the
information of the Board of Directors. The General Manager may reallocate funds within each of the above
major categories without prior approval of the Board.
GEOLEX Inc. is proposing that the Board accept and approve the attached proposed Program Budget.
CONSEQUENCES OF NEGATIVE ACTION:
Without the Board of Supervisors' approval, the GHAD will not have an approved budget as required by the
original formation of the GHAD. Consequently, repairs will be delayed and potentially result in increased costs
due to enlargement of the slide areas.

The Hillcrest Heights GRAD.is located in the El Sobrante area of Contra Costa County
and is 17.5 acres in size. flus is currently a 65 lot single-family subdivision with three
open space parcels;the:largest of which.(Parcel B)cousins of 2.65 acres. The build out
is.complete. Lot 24 was ttanstecred to the HOA and is not intended for single-family use.
BUDGET
The annual assessment£or 2006/2007 is$1.053.06 for eaclr of.65 single-family detached ;
dots totaling annually$68;488.90 A CPI adjustment is permitted and is applied. .
The District,hasaccumulated a Reserve,mostly in;the form of a District Investment. The.
carryoverSrom the previous year is in the amount totaling approximately$283,113.

cleaning and miscellaneous cleanup services was awarded to Dei Conte Landscaping of
Fremont in the.amount of not.to..exceed S24,000..
For geotechnical engineerizlg'support services the District lies used Alm Kropp
Associates for Hillcrest HeiW is GHAD-Kropp is the Project Geotechnical Engineer anti
histhe most records and experience,for the project. Kropp andAssociates performance
on previous on-call,work'for the Districthas been excellent.Ai two-year contract was
awarded to Alan.Kropp&.Associates,in'the amount of$151'.000 with a one-year extension
to June 30,2007 with a not to excee 'fig��re of$22,500.'
Instrpmentation sad Monitoring
The District monitors,three inclinometers and four.piezometers located within the private
streets.One additional piezoipeter..(Pi)located near southern property line above lots
32/33)is 14 over from.consCriiction and is still being read;by Kropp and Associates.The,
groundweteec level=eading;ir�'P1 Qn Apri10�,2006s`16:$feet below the top of casing.
This was the highest.iiroundwater Level since measurements began in May of 1996.
Kropp and'Associates read the three-existing inclinometers and the four other
piezometers on Apiil 06,2666.Although this past winter had above normal rainfall the
inclinometers revealed no appreciable earthmovement. The streets had been sealed and
few visible clacks have reopened W-1 in Bridgeway Circle registered a Ground Water .
Lever at about 16.9 feet below street surface. Based on grmundwater levels measured the
subdivision subdrain'system appears to be.functioning Pro�aly and maintaining a
lowered groundwater surface as.designed
Annual Repair,Mainteinaa. and-Improvement Program
An EVA:(Emergency Access Road)that is gated at both eild5 serves as a drainage,terrace
in tlme Parcel B open.space: It is the District's responsibility to maintain the emergency
access. The surface on the steeper section is concrete and Rhe majority..of roadway has
asphalt paving
The detention pond is operational. The District previously had.Del Conte clean up the
pond in 2004 and'.th s summer(2006)the District did have Del Conte Landscaping clean
up'the pond again.sud replace.the sandbags.A gate.and rail fences were installed;adjacent ..
to the.pond.
In February'2004 a sinkhole developed in-the abutting public Hillcrest Road.in the
vicinity of the,detention pond outfall: This.was reported!}{a result of the developer
making;a poor connection between the storm,drain,exiting Hillcrest Heights'and the main
storm drain under l iillcrest Road. The flow_out'of the nu4n storm drain undermined the.
sewer line and the Sanitary District'backfilled the hole with base ttxlc and patched the .
pavement. Storrs drain mainat race is.a GHAD Distract function within GHAD
boundaries. On September 1;,.2005'videoing by the GHAO District of the 1g-inch storm
drain J outfall revealed roughly 4.to 6 inches of soil debris. Rob Tavanier of Cc County
