Wiggington, GEOLEX, Inc. FISCAL IMPACT: There is no impact on the County General Fund. The Tradewinds GHAD is funded through assessments levied on properties within the boundaries of the GHAD. (Tradewinds GHAD Funds) (District V) Project No. 7821-6X5395 DATE: December 12, 2006 PAGE: 2 REASONS FOR RECOMMENDATIONS AND BACKGROUND: On June 1, 1997, the Contra Costa County Board of Supervisors adopted Resolution 97/297 approving the formation of the California Tradewinds Subdivision 7838 Geologic Hazard Abatement District. The Board at that time appointed itself as the Board of Directors for the Tradewinds GRAD. William B. Wiggington of GEOLEX Inc. is the current General Manager/Geologist for the Tradewinds GHAD with a contract ending July 31, 2008. The Program Budget includes the salaries of the General Manager/Geologist as well as those of hired maintenance staff. Del Conte Landscaping of Fremont was awarded a two year contract for maintenance services, not to exceed $12,000 ($6000 per year). The geotechnical engineering firm, Kleinfelder was retained on a two year contract for consulting and inspection services. Maintenance costs are expected to include site visits, monitoring, and support services. A reserve budget created from earnings and investments in an amount of $100 has also been established for rare events such as large scale soil slumps, erosion, or blockage. Accounting and insurance, County staff services, and GHAD association membership have all been included. The Tradewinds GHAD Draft Program Budget table is intended to summarize the approved budget. The attached report detailing the various programs and activities of the Tradewinds GHAD is provided for the information of the Board of Directors. The General Manager may reallocate funds within each of the above major categories without prior approval of the Board. GEOLEX Inc. is proposing that the Board accept and approve the attached proposed Program Budget. CONSEOUENCES OF NEGATIVE ACTION: Without the Board of Supervisors' approval, the GHAD will not have an approved budget as required by the original formation of the GHAD.
