SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or designee (Richard Harrison), to execute
on behalf of the County, Contract #27-607 with Printing for Systems, Inc., a corporation, in an
amount not to exceed $500,,000, to provide professional health care regulated printing services, for
the period from September 1, 2005 through August 31, 2006.
FISCAL IMPACT:
This Contract is funded by Contra Costa Health Plan member premiums. Costs depend upon
utilization.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
The Health Plan has an obligation to provide members with printed materials within the
constraints of contractual deadlines and State mandated regulatory requirements. Under a
previous Blanket Purchase Order, Printing for Systems, Inc. has consistently provided these
services as aone-stop shop to assure timeliness, quality, and cost effectiveness. Contractor's
communication systems allow the Health Plan to implement membership changes in a timely
manner without interrupting scheduled releases of required printing jobs. This Contractor's
technical capability enhances the Health-Plan's reliability in providing excellent, affordable health
care to the residents of Contra Costa County at an acceptable price.
Under Contract #27-607, Contractor will provide specialized printing, publication, distribution, and
technical services, including producing member identification cards, marketing brochures, and
informational packets through August 31,2006.

FISCAL IMPACT:
This Contract was funded 37 . 5% by Federal FFP, 37 . 5% State EPSDT,
and 25% SB 163 Grant funds-.
BACKGROUND/REASON(S) FOR RECON NDAT ION(S) :
On June 7, 2005, the Board of Supervisors approved Contract #74-
009-8 with Melinda Dendinger, for the period from July 1, 2005
through June 30, 2006, for consultation and technical assistance
with regard to parent support activities for the Children' s
Mental Health Programs including, but not limited to, liaison
services, increasing parent involvement in planning.- service
design and evaluation of Children Programs, and gathering
information with regard to community resources.
The purpose of this Board Order is to advise the Board that the
Department and the Contractor have agreed to terminate Contract
#74-009-8,. effective close of business on October 28, 20050

RECOMMENDATION(S):
APPROVE and AUTHORIZE the County Administrator, or designee,, to execute a contract amendment with
Nielsen, Merksamer, Parrinello, Mueller and Naylor with no increase in the payment limit and to extend the
term to include the period of October 1,, 2005 to September 30, 2006 for advice and legal representation on
Indian Gaming issues.

BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The law firm of Nielsen, Merksamer, Parrinello, Mueller and Naylor ("Nielsen Merksamer") has extensive
experience with Indian Gaming issues and has represented multiple counties in their dealings with Indian
gaming proposals.
Cathy Christian, the primary consultant under this contract,has represented Contra Costa, Yolo, Sonoma, Marin
and Tulare counties on Indian gaming issues. She is a nationally recognized expert on Indian Gaming issues.
Prior to joining the firm of Nielsen Merksamer, Cathy served in the California Attorney General's office, where
she was a senior advisor to the Attorney General on gambling and Indian law and was General Counsel to the
California Horse Racing Board. Cathy is also Contra Costa County's lead legislative advocate in Sacramento,
and so has an excellent understanding of County Issues.

BACKGROUND:
Ms. Kami Silay will provide consultation services to Employment and Human Services (EHSD) staff and make
recommendations on program configuration, case management process, and CARES use. Contractor will assist
with implementation and user support to assure CARES is populating forms and generating reports in
compliance with the California Department of Education and California Department of Social Services
regulations. This Board Order will authorize Employment and Human services to increase the payment limit by
$23,750 to continue CARES consultation services.

BACKGROUND:
The Center for Community Benefit Organizations(CBO Center) is the result of a merger of the Center for
Community-Based Organizations of Contra Costa and the East Bay Resource Center,which have served the
community for more than 10 years providing fundraising, grant writing and management assistance to
community-based organizations.
Funding will support the stabilization of the CBO Center's organizational capacity and infrastructure,
maintenance of core services and development of a plan for growth and service enhancement to community-
based organizations (CBOs). The CBO Center work plan will be developed by Contra Costa County, Alameda
County, the CBO Center, and the community based organization(CBO) community.
The vision for growth and development includes: supporting and strengthening of leadership bycreating
opportunities for peer learning,providing a supportive network for the exchange of ideas and executive
coaching for CBOs; providing capacity building workshops and affordable training opportunities for effective
management; addressing the external pressures of accountability; identifying and communicating best practices;
and,providing regular operating hours for the Hank Russo Library to offer CBOs technical assistance and
linkage to web-based resources.
