SUBJECT: Approval of Contract Amendment Agreement#23-363-2 with International Effectiveness Center
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Mary Foran) to execute on
behalf of the County, Contract Amendment Agreement #23-363-2 with International Effectiveness
Center, a corporation, effective October 1, 2005, to amend Contract #23-363 (as amended by
Contract Amendment/Extension Agreement #23-363-1), to increase the Contract payment limit by
$58,000, from $96,000, to a new total of $154,000, with no change to the original term of the
Contract through November 30,2005.
FISCAL IMPACT:
This Amendment is 100%budgeted Enterprise I funded.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
On September 14, 2004, the Board of Supervisors approved Contract #23-363 (as amended by
Contract Amendment/Extension Agreement#23-363-1), with International Effectiveness Center, for
the period from September 1, 2004 through November 30, 2005, for the provision of interpreting
and translation services, including Spanish,Vietnamese, Farsi, Laotian and other languages.
Approval of Contract Amendment #23-363-2 will allow the Contractor to provide additional
interpretation services to cover the increase in patient usage through November 30,2005.

RECOMMENDED ACTION:
Approve and authorize the Health Services Director to execute on behalf of the County Contract#23-381
with Hewitt*Partners International Management Consultants, Inc, a Corporation, in an amount not to
exceed$30,300,to provide recruitment services for the Director of Environment Health, for the period
from October 1, 2005 through September 30, 2006.
FISCAL IMPACT:
Funding for this contract is 100%Enterprise I Funds.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
Under Contract#23-381'. Hewitt Partners International Managements Consultant, Inc. will provide
recruitment services for the Director of Environmental Health including,but not limited to, identify,
screen, interview,reference-check and recommend qualified candidates, for the period from October 1,
2005 through September 30, 2006.

SUBJECT: Approval of Contract Amendment Agreement#74-250-1 with Jana Todd(dba JDT Consultants)

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Contract Amendment Agreement #74-250-1 with Jana Todd (dba JDT
Consultants), asole-proprietorship, effective August 1, 2005, to increase the Payment Limit by
$470,699 from $85,410 to a new total Payment Limit of$556,.109 with no change in the original
term from April 1,2005 through June 30,2006.
FISCAL IMPACT:
This Contract is funded 50%by Federal FFP Medi-Cal Funds,45%by State EPSDT funds, and 5%
by Mental Health Realignment.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors' community outcomes: "Children Ready
For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and"Communities
that are Safe and Provide a High Quality of Life for Children and Families". Expected program
outcomes include an increase in positive social and emotional development as measured by the
Child and Adolescent Functional Assessment Scale(CAFAS).
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides Therapeutic
Behavioral Services (TBS) to children ages 0-21 years of age, who participate in the Early and
Periodic, Screening, Diagnosis, and Treatment (EPSDT) Supplemental Specialty Mental Health
services.
On May 10, 2005, the Board of Supervisors approved Contract #74-250 with Jana Todd, LCSW
(dba JDT Consultants), for therapeutic behavioral services for children ages 0-21 for the period
from April 1,2005 through June 30,2006.
Approval of Contract Amendment Agreement #74-250-1 will allow the Contractor to provide
Therapeutic Behavioral Services (TBS) for eight (8) additional County referred clients, ages 0-21
years of age,through June 30,200640

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County,Novation Contract#24-360-27 with Mental Health Consumer Concerns, Inc.,
a non-profit corporation, in an amount not to exceed $323,526, to provide support services and
training programs for County's Mental Health clients for the period from July 1, 2005 through June
30, 2006. This Contract includes asix-month automatic extension through December 31, 2006, in
an amount not to exceed$161,763.
FISCAL IMPACT:
This Contract is funded 100%by Mental Health Realignment.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides self-help and peer
support programs for County's mental health clients; operation of Community Centers in Pittsburg,
Concord, and Richmond to provide social and recreational activities; and organizes and conducts
County's annual Mental Health Service Provider Individualized Recovery Intensive Training
(SPIRIT).
On November 30,, 2004, the Board of Supervisors approved Novation Contract #24-360-26 with
Mental Health Consumer Concerns, Inc. for the period from July 1, 2004 through June 30, 2005,
(which included asix-month automatic extension through December 31, 2005) for the provision of
support services for County's Mental Health clients.
Approval of Novation Contract #24-360-27 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30,2006.

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand)to execute on behalf of
the County,Novation Contract#24-927-9 with Asian Pacific Psychological Services, anon-profit
corporation in an amount not to exceed $433,450,to provide school and community based mental health
services and wraparound services for Asian children and their families for the period from July 1, 2005
through June 30, 2006. This Contract includes a six-month automatic extension through December 31, 2006,
in an amount not to exceed$216,725,
FISCAL IMPACT:
This Contract is funded 40%by Federal FFP Medi-Cal Funds,48%by State EPSDT Funds, and 12%by
Mental Health Realignment.
CHILDREN'S IMPACT STATEMENT:
This EPSDT Program supports the following Board of Supervisors' community outcomes: "Children Ready

management, outreach, and crisis intervention services,to an underserved Asian population and will result in
greater home, community, and school success.
On December 14, 2004,the Board of Supervisors approved Novation Contract#24-927-8 with Asian Pacific
Psychological Services for the period from July 1, 2004 through June 30, 2005, (which included a six-month
automatic extension through December 31, 2005) for the provision of school and community based mental
health services to Asian children and families.
Approval of Novation Contract#24-927-9 replaces the automatic extension under the prior contract and
allows the Contractor to continue providing services through June 30, 20060
