Approve and authorize the Health Services Director or his designee (Wendel Brunner, M.D.), to accept on
behalf of the County, Grant Award #28-740 from Center for Human Development, in the amount of$22,435,
for the Bay Point Partnership (Latina Action Team Transportation) Project,, for the period from July 1, 2005
through June 30, 2006.

Acceptance of this Grant Award will result in an amount of$22,,435 from Center for Human Development for
Bay Point Partnership(Latina Action Team Transportation)Project. No County funds are required.

The Bay Point Partnership Project in collaboration with the Contra Costa. Health Services Healthy
Neighborhoods Project and other Community Partners will assist in the implementation of the Latina Action
Team Transportation Project (LATT) by recruiting, training, and providing a forum on public transportation
issues important to low-income women and girls in Bay Point, California. Two community town hall meetings
will educate local residents, business leaders, and transportation policy-makers and encourage advocacy for
improvement to the public transit system serving Bay Point.
The goal of the project is to build the capacity of women and girls in the Bay Point community to be more
involved in the public transportation system in their region and will increase their access to health, education,
and other relevant services. Approval of the Grant Award #28-740 will allow Center for Human Development
will provide the funds and act as the fiscal agent for the Project through June 30, 2006.
Three sealed and certified copies of the Board should be returned to the Contracts and Grants Unit.

contract with Deloitte Consulting, a limited liability partnership (LLP), in the amount not to exceed$130,002
for Post-CaIWIN(California Works Information Network)Implementation Support Services, for the period
November 7, 2005 through January 27, 2006.
FTINANCIAL IMPACT:
$130,002: 20% County($26,000),40% State($52,001), and 40%Federal($52,001).
BACKGROUND&0
Deloitte Consulting LLP holds a State contract for the implementation and transition change from legacy
computer systems to the California Works Information Network(CalWIN) system. Deloitte staff has been
working at Department locations for more than a year under the State contract providing necessary services in
the transition to CaIWIN. This contract expires on October 31, 2005. The Department requests authority to
contract directly with Deloitte Consulting in order to complete change implementation to provide support in
post-implementation change and release management process.

SUBJECT: AUTHORIZATION TO EXECUTE 2006 HEAD START DELEGATE
AGENCY CONTRACT

RECOMMENDATION (S):
APPROVE and AUTHORIZE the Community Services Director, or designee,, to execute
contract #33-499-27 with the First Baptist Church in the amount of$1,904,742 for Head
Start Delegate Agency child care services for the period of January 1, 2006 through
December 31, 2006.
FINANCIAL IMPACT:
This program is federally funded by the U.S. Department of Health and Human Services,
Administration for Children and Families. First Baptist Church is responsible for the local,
non-cash, in-kind match of$476,186. Funding for the period from January 1, 2006 through
June 30, 2006 is included in the Department's FY 2005-06 Budget. Funding for the period
from July 1, 2006 through December 31, 2006 will be included in the Department's
proposed FY 2006-07 Budget. There is no net County cost to this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra Costa
County's community outcomes: "Children Ready for and Succeeding in School" and
"Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering
comprehensive services, including high quality early childhood education, nutrition,health,
and social services, along with a strong parent involvement focus, to low-income children
throughout Contra Costa County. The overall goal of the program is to bring about a
greater degree of social competence in preschool children from low-income families.
REASONS FOR RECOMMENDATIONS/BACKGROUND.0
On September 13, 2005 the Board approved and authorized submission of the 2006 Head
Start Continuation Grant Application to the U.S. Department of Health and Human
Services, Administration for Children and Families (ACF) to continue Head Start program
services to program eligible children and their families for the period from January 1, 2006
through December 31, 2006. Approval of this contract with First Baptist Church will allow
for continuing Head Start Delegate Agency services to 257 program eligible children ages
three (3)to five(5)years for both afull-day and part-day childcare gram.

RECOMMENDATION (S):
APPROVE and AUTHORIZE the Community Services Director, or designee, to
execute a contract with Catholic Charities of the East Bay in the amount of
$122,764 to provide staff training and development services for the period
November 15, 2005 through March 31 2006.
,FINANCIAL IMPACT:
The cost of this contract is funded by the Department's Head Start program and is
included in the Community Services Department's proposed FY 2005-06 Budget.
There is no net County cost to this contract.
,CHILDREN'S IMPACT STATEMENT:

This proposed contract between the Department and Catholic Charities of the East
Bay will provide specialized training and support services to assist entry level
Department employees who speak English as a Second Language (ESL) to obtain
required educational college classes to meet State licensing requirements for the
Head Start program.
