RECOMMENDATIONS:
AUTHORIZE the Director of Building Inspection to execute an agreement with the
City of San Pablo for the County to administer the City I s Housing Rehabilitation Loan
Program using City Redevelopment funds for the term of July 1, 2005 through June
30, 2008.
FISCAL IMPACT
No fiscal impact to the General Fund. All funds are City of San Pablo
Redevelopment Agency funds.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The County Building Inspection Department administers a housing rehabilitation loan
program through its Neighborhood Preservation Program. The Program offers low-
interest and zero-interest loans to low-income and very-low-income households who
own and occupy their home. The loan recipients qualify for loan assistance under
guidelines established by the U.S. Department of Housing and Urban Development*
The County Neighborhood Preservation Program serves homeowners who are not
able to qualify for conventional loans. The Program offers financial assistance to
eliminate conditions that are detrimental to health and safety; and promotes the
stabilization and enhancement of older neighborhoods in order to encourage a sense
of pride in the neighborhood. The funds are used for repairs such as roofing,
electrical, plumbing, mechanical, termite repairs, lead paint mitigation, disabled
accessibility, interior and exterior painting and other necessary deferred maintenance
repairs.
The County Neighborhood Preservation Program has served incorporated cities of
the County for many years,, The Neighborhood Preservation Program currently has
contracts with the City of Antioch, Brentwood, El Cerrito, Martinez, Pinole, San
Ramon and Walnut Creek.
The City of San Pablo transferred their housing rehabilitation program funded by
Community Development Block Grant funds to the County Building Inspection
Department for administration through the County's Neighborhood Preservation
Program in May 2004.
The City of San Pablo and the Redevelopment Agency have determined that it is
cost-effective and efficient to have the County administer the Agency's housing
rehabilitation program using Redevelopment Funds. The City of San Pablo
Redevelopment Agency will pay the County an amount equal to 21 percent of the
loan amount made using Redevelopment Funds as compensation for the services
provided by the County to the Agency.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The City has approved and authorized the expenditure of Five Hundred Thousand
Dollars ($500,000-00) from Redevelopment funds for a housing rehabilitation
program for owner-occupants of single-family homes.
The City has also approved and authorized the expenditure of revolving loan fund
income received from repayments of loan principal and interest earned from loans
previously made with City Community Development Block Grant Funds for owner-
occupied housing rehabilitation loan program for single-family residences in
Antioch.
County has the demonstrated experience and qualifications to operate a housing
rehabilitation program under the Community Development Block Grant Program.
Washington Mutual Bank is prepared to assist City and County in achieving the
objective of the program by participating with the City and County in the proposed
loan program.
This is the eighteenth year the County has contracted with the City of Antioch for
these services. The Agreement will result in $105,000 in revenue to the County for
costs related to the implementation of the Program.
The term of the agreement is July 1, 2005 to June 30, 20066
