SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Adjustment Resolution Number 19975, adding thirty-five (35) permanent full-time
Eligibility Worker I (XHWA) positions,.four (4) permanent full-time Social Service Program Assistant
(XOSA) positions, two (2) permanent full-time Medi-Cal Program Assistant (XHSB) positions, one (1)
permanent full-time Clerk-Experienced Level (JWXB) position, and four (4) permanent full-time
Eligibility Work Supervisor I (XHHA) positions.
FISCAL IMPACT:
This action will result in an annual cost of$2,464,728.00. These positions are 100% funded by state
and federal revenues.
BACKGROUND:
The Department has continued to experience a significant increase in Intake applications over the last
few months due to the implementation of CalWIN. This has increased the continuing caseload
numbers in the CaIWORKS and Medi-Cal programs. In order to alleviate workload issues in these
programs, the Department would like to conduct an Eligibility Work Training unit, which would be
staffed by these requested positions.
CONSEQUENCE OF NEGATIVE ACTION:
The consequence of negative action will result in continued understaffing being experienced in line
positions. The Department would also need to continue to offer overtime to existing staff to
compensate for additional cases. The Department would al e out of complianc with the service
delivery model for CaIWIN and the Medi-Cal Service Center.
