The recommendation is based on the following: This project consists of culvert repair, and construction of an overflow:culvert under D'Avila Way (bridge) where the existing culvert has failed, resulting in damage to the roadway. There will be negligible expansion of the existing facility. What changes to the project would mitigate the identified impacts: N/A USES Quad Sheet: Richmond Base Map Sheet M J -7 Parcel #: nla GENERAL CONSIDERATIONS: 1. Location: San Pablo Creek - Bridge crossing at D'Avila Way. (Fig. 1 and 2.) near the town of EI Sobrante. 2. Proiect Description: The project is located at the confluence of San Pablo Creek and a re-routed-drainage to San Pablo Creek. The drainage enters San Pablo Creek in a culvert below a bridge crossing of D'Avila Way. The project consists of repair to the existing damaged culvert under D'Avila Way, plus construction of an additional culvert to handle high flows from the drainage entering San Pablo at this location.The Public Works Department plan to desilt the area around the outfalls into San Pablo Creek as well. Currently the failed culvert, which is compromised due to excessive siltation, inadequate capacity, and a possible break at a bend in the culvert, cannot handle the volume of water entering it from the drainage. As a result, high flows backing up at the culvert have caused damage to the roadway above the culvert. San Pablo Creek will be desilted under the bridge crossing, and approximately,100 ft. upstream and downstream of the crossing, to accommodate the outfalls and remove the excessive sediment deposition that has occurred in the vicinity of the outfalls(Figure 3.). The Public Works Department will clean out and repair the current 35'culvert(36"wide),which outfalls under the D'Avila Bridge into San Pablo Creek.Atrench will be excavated through the roadway to facilitate the culvert repair at its constricted or damaged bend. A 42" overflow culvert (approximately 56' long) will be placed slightly downstream of the original culvert to handle high flows in the drainage, and provide back up to the original culvert in case it becomes overwhelmed or blocked. After repair and installation of the culverts are complete, the trench will be backfilled, and the road above it re-paved. Construction will occur in summer and a dewatering system will be implemented in San Pablo Creek to divert water from the construction area. The project dewatering system will be implemented in coordination with the CDD:sr G:\GrpData\EngSvc\ENVIRO\TransEng\D_Avila_Repair\CEQA\CatEx(CE)-Initial Studyl.doc (Page 1 of 2) National Marine Fisheries Service(NOAA-NMFS), U.S.fish and Wildlife(USFWS),and California Department of Fish and Game (CDFG) to ensure that listed species issues will be addressed. San Pablo Creek historically supported steelhead (Oncorhynchus mykiss) runs, but construction of the San Pablo Darn and the urbanization adjacent to San Pablo Creek has substantially lessened the native population. Nevertheless, an incidental take permit from NOAA-NMFS may be required to address potential impacts to steelhead. In addition, due to the riparian cover in the area, and presence of pools in San Pablo Creek, California,red-legged frog may occur in the vicinity of the project site and an incidental take permit from USFWS may be required. A Section 7 consultation with USFWS and NOAA-NMFS will likely be requested by the U.S.Army Corps of Engineers during the project permitting process to ensure listed species are protected. The County will implement avoidance and minimization measures required by the consultations with NMFS and USFWS regarding steelhead and red-legged frog,which may include: 1)installation of silt fencing or other effective sediment barrier below the project site to prevent soil from entering the creek;2)proper maintenance of heavy equipment working near the water to ensure that oils and other fluids do not leak and enter the creek; 3)conducting work during the dry season, 4)dewatering the section of San Pablo Creek that will be desilted (the tributary to San Pablo Creek is expected to be dry during construction,and 5)conducting preconstruction surveys for red-legged frog. Environmentally Sensitive Area (ESA)fencing will be installed at the site to clearly define the project limits. Standard Best Management Practices(BMPs),such as locating stockpiles outside of the streamzone,fueling and maintaining equipment at a designated staging area, and maintaining a clean worksite will be employed. No tree removal is expected to be necessary to implement the project. Real property transactions, including obtaining Temporary Construction Easements may be required. 3.
