Community Development - CDBG JOHN SWEETEN, CLERK OF cc: County Administrator THE BOARD OF SUPERVISORS Auditor- Controller AND COUNTY ADMINISTRATOR BY.LC .00 DEPUTY BACKGROUND /REASONS FOR RECOMMENDATIONS The Public Works Department is requesting$56,700 in Park Dedication Funds to fund the design/planning portions of the EI Sobrante Children's Reading Garden and Park project. The park will be the only parkin unicorporated EI Sobrante, and will be located adjacent to the Library (located near the corner of Appian Way and Garden Road). The EI Sobrante Citizen's Advisory Committee (R-9 Committee) began working on the concept of developing a park on property adjacent to the library several years ago. They envisioned a Children's Reading Garden, and hired a landscape architect to create a concept plan that would stimulate children's imaginations and encourage interactions. The R-9 Committee has conducted several community meetings where the concept plan was presented to obtain input from the community. Several suggestions at these community meetings have been incorporated into the design of the plan to address the needs of the various stakeholders. The R-9 Committee is nearing the end of their planning/design phase and have requested, through the Public Works Department,that the Board of Supervisors approve the allocation of Park Dedication funds to payforthe design and planning costs. Afterthe final design is approved and the project is placed out-to-bid, the R-9 Committee will return to the Board with a request for additional Park Dedication funds to help finance the construction of the park. At this point,the Public Works Department estimates that an additional$260,000 will be needed to complete the project. Staff recommends approval of the request. There are sufficient funds in the EI Sobrante Park Dedication accounts to reimburse the Public.Works Department for expenses related to the design/planning of the EI Sobrante Children's Reading Garden and Park. If approved, approximately$581,000 will remain in the various EI Sobrante Park Dedication accounts. It is the policy of the County to utilize park dedication funds to meet local park needs. This action is consistent with that policy.
